Return to Naval Historical Center home page Return to Navy Museum page Commodore Perry and the Opening of Japan Background On March 31 1854 representatives of Japan and the United States signed a historic treaty. A United States naval officer, Commodore Matthew Calbraith Perry, negotiated tirelessly for several months with Japanese officials to achieve the goal of opening the doors of trade with Japan. For two centuries, Japanese ports were closed to all but a few Dutch and Chinese traders. The United States hoped Japan would agree to open certain ports so American vessels could begin to trade with the mysterious island kingdom. In addition to interest in the Japanese market, America needed Japanese ports to replenish coal and supplies for the commercial whaling fleet. On July 8,1853 four black ships led by USS Powhatan and commanded by Commodore Matthew Perry, anchored at Edo (Tokyo) Bay. Never before had the Japanese seen ships steaming with smoke. They thought the ships were "giant dragons puffing smoke." They did not know that steamboats existed and were shocked by the number and size of the guns on board the ships. At age 60, Matthew Perry had a long and distinguished naval career. He knew that the mission to Japan would be his most significant accomplishment. He brought a letter from the President of the United States, Millard Fillmore, to the Emperor of Japan. He waited with his armed ships and refused to see any of the lesser dignitaries sent by the Japanese, insisting on dealing only with the highest emissaries of the Emperor.

The expedition then retired to the China coast, returning, with an increased fleet, in Feb., 1854. Perry's show of pomp (at which he was expert) and power obviously impressed the insecure Tokugawa shogunate, and on Mar. 31, 1854, near Yokohama a treaty was concluded that acceded to American requests, opening the ports of Shimoda and Hakodate to U.S. trade. For his successful expedition Perry was awarded $20,000 by Congress, which also paid for publication of the official

Sun sources say Matthew Perry is in negotiations to star in the TV movie The Ron Clark Story, which is scheduled to begin filming in Calgary Aug. 22. Producers did not return calls by the Sun to confirm the Canadian actor's involvement. The Friends star would be one of a number of actors in town to shoot various projects, including Brad Pitt in The Assassination of Jesse James and Robert Duvall in the western mini-series Daughters of Joy. As the Sun reported yesterday, Sideways actor Thomas Haden Church will join Duvall in Daughters of Joy, with other cast members to be announced next week. Two stars once rumoured to be coming to town who now probably won't be are Liam Neeson and Richard Gere, says Calgary film commissioner Sue Bristow. The pair are signed to star in the post-Civil War drama Seraphim Falls, which had scouted southern Alberta earlier this year, but will likely now shoot in New Mexico. That state has become our province's chief rival in luring Hollywood productions. Bristow says New Mexico's few advantages longer days and a similar landscape to ours don't compare to Alberta's experienced crew base and production history, but "they are hugely supported by their government."

March 4, 1858, New York City), U.S. naval officer who headed an expedition that forced Japan in 1853-54 to enter into trade and diplomatic relations with the West after more than two centuries of isolation. Through his efforts the United States became an equal power with Britain, France, and Russia in the economic exploitation of East Asia. In the interim, the Japanese, who were aware of China's recent defeat by the technologically superior Western powers in the Opium War (1839-42), decided to agree to Perry's terms as a way of stalling for time while they improved their defenses. In February 1854 he reappeared in Edo (modern Tokyo) Baythis time with nine shipsand on March 31 concluded the first treaty between the two countries. The pact assured better treatment of shipwrecked seamen, permitted U.S. ships to obtain fuel and supplies at two minor ports, arranged for a U.S. consul to reside at Shimoda, and opened the way for further U.S. trading privileges. Perry's success demonstrated the inability of the Shogun, Japan's hereditary military dictator, to enforce his country's traditional isolationist policy; the Japanese were soon forced to sign similar treaties with other Western nations. These events contributed to the collapse of the shogunate and ultimately to the modernization of Japan. Considered thereafter an authority on the Far East, Perry stressed the danger of British and Russian expansion and urged a more active U.S. role in the Orient. He specifically recommended the acquisition of island bases in the Pacific to assure U.S. military and commercial superiority in the area, but the government was not ready to act on these proposals for roughly half a century.
