5. CONCLUSIONS AND RECOMMENDATIONS
In rural out of town areas, the risk of involvement in a casualty crash increases at a rate greater than exponentially with increasing free travel speed. Even travelling just 10 km/h faster than the average speed of other traffic was found to double the risk of crash involvement. It was also found that small reductions in travelling speed in rural areas have the potential to greatly reduce casualty crashes in those areas and that illegal speeding causes a significant proportion of rural crashes. We therefore recommend that:
  • The level of enforcement of speed limits in rural areas be increased. The tolerance allowed in the enforcement of rural speed limits be reduced or eliminated. All currently zoned 110 km/h undivided roads be rezoned to no more than 100 km/h.

    The University of Adelaide Abstract Introduction Although it is clear that high speed increases the risk of being involved in a road crash, very few studies have attempted to quantify the actual relationship. The three most commonly referenced studies were based on rural roads and reported that the crash risk curve was U-shaped with crash risk being elevated at both low and high speeds. Serious concerns have been raised about the methodology used in these studies and the validity and the interpretation of the results. The present study was an attempt to address these concerns and to determine the relationship between travelling speed and the relative risk of involvement in a casualty crash in an urban setting. Method Following a successful pilot study, A total of 151 vehicles in 148 crashes met the above criteria and were suitable for speed analysis. Table 1 lists the reasons for the exclusion of the other crashes from the study.

    Research has shown that the risk of a crash causing death or injury increases rapidly, even with small increases above an appropriately set speed limit. Speeding greatly increases the risk of injury and death. Research on travelling speeds and crash involvement has calculated the crash risk of driving at certain speeds over the speed limit in a 60 km/h zone. Risk of a casualty crash at speeds greater than 60 km/h, relative to travelling at 60 km/h, where the speed limit is 60 km/h. Speed Relative Risk For example a driver travelling at 65 km/h in a 60 zone is twice as likely to have a serious injury or fatality crash as a driver travelling at the speed limit. Driving at 70 km/h in a 60 km/h zone, the driver is more than 4 times as likely to crash. Based on this research it can be concluded that In a 60 km/h speed limit area, the risk of involvement in a casualty crash doubles with each 5 km/h increase in travelling speed above 60 km/h.

    ABSTRACT
    INTRODUCTION
    In motorised countries it has long been recognised that alcohol is a major risk factor in the occurrence of road traffic crashes (World Health Organisation, 1984). In Australia for instance, it has been found that while about 3% of drivers not involved in crashes have a blood alcohol concentration (BAC) above the legal limit, about 10-15% of injured drivers and about 50% of drivers involved in fatal crashes have similar levels (Holubowycz and McLean, 1989). In other words, drivers with elevated BACs are disproportionately involved in severe and fatal crashes.
    THE SITUATION IN THE WESTERN PACIFIC REGION
    Information about the size of the drink-driving problem in the countries of the Western Pacific region is rather difficult to find. Routine data on the extent of the involvement of alcohol in crashes is almost universally lacking. In most countries it is therefore not possible to determine the size and nature of the problem with any reliability. The only data readily available comes from research studies and anecdotal reports.
    FACTORS INVOLVED IN THE PROBLEM
    Among the most important factors involved in the drink-driving problem appear to be the number of motor vehicles in use, the availability and use of alcoholic beverages, the laws regarding drinking and driving and the level of enforcement. In Australia, for example, where there is about one car to every two people, cars are used as the common mode of transport for most social occasions and alcohol plays a significant part in many social functions. Therefore, it is not surprising that a significant number of drivers involved in crashes are found to have a high BAC, despite the relatively high level of enforcement, which includes chemical testing of both blood and breath for alcohol.
