Friday, 19 August 2005 String Case Conversion in PHP Occasionally I read through some comments on the PHP Manual , sometimes to get ideas on different methods of doing things, other times just to try to keep current with some of the vast array of functions available.
Sometimes, I see things that really scare me - code that is written and published with the best will in the world from the author - but yet displays a lack of a deeper understanding of how to solve a problem. One such case was the functions which basically looped through each character in a string doing whatever it had to do to each character as it went. Highly inefficient.
Remember, the only difference in ASCII between an uppercase letter and a lowercase letter is a single bit that is for uppercase and 1 for lowercase....

Allan Bloom's Last Testament
By Paul Varnell Originally appeared May 17, 2000, in the Chicago Free Press. Allan Bloom, subject of a new novel by Saul Bellow, stood head and shoulders above most critics of modern education and contemporary culture. But many of the conservatives who lionized him did not know, or did not want to know, or did not want it known that they were admiring a gay man. SAUL BELLOW is one of America's most distinguished novelists. Whenever he publishes a new work it is a literary event. But his most recent novel "Ravelstein," based on Bellow's long friendship with University of Chicago political philosopher Allan Bloom, is something of a political/cultural event as well because it reveals to the general public that Bloom was gay and, apparently, died of AIDS. Bloom himself became a cultural phenomenon back in 1987 when he published his famous polemic "The Closing of the American Mind," a scathing criticism of modern American university education for its shallowness and triviality.

How to be a PM (and how to deal with PMs)
1. Always ask for more than you want, a ratio of one bogus request for every 4 or 5 real requests is usually a good ratio. Too many bogus requests and you'll be laughed at (even more than usual), too few and something you really want might get cut. Act depressed when the bogus feature is cut.

Police: We may not get Dando killer
Jill Dando was one of the BBC's best-known presenters
Police have admitted they may never catch the murderer of BBC presenter Jill Dando. Metropolitan Commissioner Sir Paul Condon said the time might come when "there is nothing more to be done". But on Saturday night a spokeswoman for Scotland Yard stressed the Dando case "remained solvable". She said: "There are many lines of inquiry still to pursue which we will continue to do vigorously." Ms Dando, 37, who presented the BBC's Crimewatch programme, was shot in the head at close range with a semi-automatic 9mm handgun outside her home in Fulham, west London, on 26 April. Despite a massive murder inquiry, police have not pinpointed a motive or a suspect. There are a small amount of stranger murders that remain unsolved Sir Paul Condon Sir Paul, in an interview with the Daily Mail, said: "When - if and when - the team reaches the point where they have given it their best go and there is nothing more to be done, then we have to say that.

You will find certain words or phrases criticized here listed in dictionaries. Note carefully labels like dial. (dialectical), nonstandard , and obsolete before assuming that the dictionary is endorsing them. The primary job of a dictionary is to track how people actually use language. Dictionaries differ among themselves on how much guidance to usage they provide; but the goal of a usage guide like this is substantially different: to protect you against patterns which are regarded by substantial numbers of well-educated people as nonstandard. In the latest of his legendary keynote stage shows, Steve Jobs kicked off Apple's Worldwide Developers Conference this morning in San Francisco by showing off the company's speedy new aluminum desktop Mac. But while listing the new machine's impressive specs, Jobs left out a related, eye-popping statistic: Business Week columnist Alex Salkever dropped the bomb last week that next year, "Linux should pass Apple in market share for desktop operating systems on computers." Say what? A few calls to industry analysts confirmed that they've come to the same conclusion as Salkever: Steve's new babies have been born into third place behind both Windows and Linux, which had been dubbed a desktop flop just two years ago.

Meet the new boss What to make of Paul Wolfowitz being tapped to run the World Bank? On the one hand, this is a man who has displayed strikingly poor analytical judgment as deputy secretary of defense. You may recall his smug assurances to congressional skeptics that our troops would be welcomed to Iraq with flowers and that the war's cost would be reimbursed by post-Saddam oil revenues. There was also his dismissive riposte to the prediction by Gen. Eric Shinseki, the Army chief of staff, that a few hundred thousand U.S. troops would be needed for post-war stabilization. "It's hard to conceive," Wolfowitz testified , "that it would take more forces to provide stability in post-Saddam Iraq than it would take to conduct the war itself and secure the surrender of Saddam's security forces and his army. Hard to believe." Wolfowitz is not an economist. He has had little experience in development work beyond a stint as Ronald Reagan's ambassador to Indonesia. And because he was the intellectual architect of the war in Iraq, the European members of the World Bank's board are sure to see his appointment as an affront. There has long been a deal: The United States picks the head of the World Bank; the Europeans pick the head of the International Monetary Fund. Vetoes are rare and awkward. Bill Clinton rejected an IMF candidate; some Europeans will be tempted to return the favor now—though they'll probably refrain, knowing how George W. Bush responds to international naysayers. Besides, they may recognize that Wolfowitz is not so bad a choice for World Bank boss.
