I realize that there are here today friends and colleagues of mine, many of them, who feel just as deeply and keenly as I do about this issue and who are yet in complete disagreement with me. My respect and admiration for these men and their views was great when I came to this convention. It is now far greater because of the sincerity, the courtesy, and the forthrightness with which many of them have argued in our prolonged discussions in the platform committee. Hubert Humphrey's oratorical talents, foremost among his abundant personal and political qualities, powered his rapid ascent to national prominence. Lyndon Johnson remarked that "Hubert has the greatest coordination of mind and tongue of anybody I know," although Harry Truman was one among many who recognized that this "Rembrandt with words" frequently talked too much. Dubbed "Minnesota Chats," by Johnny Carson, Humphrey often left himself open to the charge that he was "a gabby extremist of the Left," a label that stuck with him despite his moves towards moderation. Any lapses of caution may have been the result of Humphrey the orator being an "incandescent improviser," with overstatement being the price he paid for his dazzling eloquence. Humphrey drew his oratorical power from his emotional temperament, which sometimes left him in tears on the stump, undoubtedly moving many in his audience. He would say that he had a "zealous righteousness burning within him," yet his ultimate legislative accomplishments were achieved when he moderated the firebrand and willingly compromised with his opponents. In fact, Humphrey learned to combine his rhetorical talents effectively with his substantive goals by developing into a persuader and for the most part foregoing intimidation, unlike his colleague and mentor Lyndon Johnson. It is not surprising that, while Johnson hated the powerlessness of the vice-presidency, Humphrey relished the national podium it offered.

Department of Mental Health Helping to Fulfill the Global Need for Expertise in Substance Abuse and Public Health The Humphrey Drug Abuse Program, in existence since 1988, is carried out within the framework created by the World Health Organization. The program seeks to expose the Fellows to as much relevant information as possible by means of formal coursework, special seminars, short-term professional development visits, and long-term professional affiliations. The NIDA Humphrey Drug Abuse Fellowship Program, which is housed in the Johns Hopkins Bloomberg School of Public Health, Department of Mental Health, places special emphasis on professional experience. Fellows meet with leaders in the Public Health and drug abuse field and participate in a series of orientation visits to local, state, and national agencies. These activities ensure that the Fellows are exposed to the different components of policy-making and prevention and treatment programs, during the course of the year. The visits enable them to identify agencies or organizations carrying on work pertinent to their particular areas of interest. Each Humphrey Fellow arranges a professional affiliation with a research or service organization, undertaking tasks within the organization for at least six weeks.
