After a strong showing by McCarthy in the New Hampshire primary, Sen. Robert F. Kennedy of New York also challenged Johnson. Johnson announced that he would not run again, and Humphrey announced his candidacy. When Kennedy lost the Oregon primary to McCarthy, Humphrey's nomination was virtually won. Humphrey was later diagnosed with cancer, which proved to be terminal. He died at his home in Waverly, Minn., on Jan. 13, 1978. His widow was appointed to fill out his Senate term.

    Hubert H. Humphrey burst onto the Minnesota political scene in 1945, when he was elected mayor of Minneapolis. To the office, he brought a high level of energy that fueled his populist spirit and reformer's zeal. At that time, anti-Semitism and discrimination against blacks and other minorities were rife in Minneapolis. Humphrey set out to change the social climate through moral suasion, and the unfair policies and practices, through political and legislative action. It was a dangerous course that he set for himself in 1940s U.S., with segregation and Jim Crow laws still firmly in place. In 1948, under his leadership, Minneapolis enacted the nation's first municipal fair employment law. Buoyed, he went on to deliver a fiery speech at the 1948 Democratic national convention, an impassioned plea urging that a strong civil rights plank be included in the Democratic platform. Although the speech was not well received, Humphrey was instrumental in spurring the convention to add a civil rights plank to their platform. That November, Minnesotans elected Humphrey to the United States Senate, making him the first Democrat from Minnesota ever elected to that exalted position. Apprenticeship to Senator Lyndon B. Johnson of Texas, a savvy student of power, then in his ascendancy, helped Humphrey to gain eventual "admittance to the club." A voluble and passionate speaker, he could wind up a crowd in the best tradition of evangelistic oratory, and he was both admired and derided for it. Minnesotans re-elected Humphrey to the Senate in 1954 and in 1960, thus making possible his part in helping to pass the Voting Rights Act of 1964.

Hubert H. Humphrey Fellowships Program
Humphrey Fellows attend a reception at the State Department's Diplomatic Reception Rooms. Founded in 1978 in honor of the late Senator and Vice-president, the Hubert H. Humphrey Fellowship Program brings to the United States accomplished mid-level professionals from designated countries that have a wide range of development needs. Fellows are nominated by U.S. Embassies or Fulbright Commissions, based on their potential for leadership and a demonstrated commitment to public service in either the public or private sector. The Program provides a basis for lasting ties between citizens of the United States and their professional counterparts in other countries. It fosters an exchange of knowledge and mutual understanding, through which the United States joins in a significant partnership with developing countries. Fellows are placed in groups by professional field at selected U.S. universities offering specially designed programs of study and training. The program is included in the Fulbright Program. The J. William Fulbright Foreign Scholarship Board, appointed by the President, has overall responsibility and awards the fellowships. The Institute of International Education (IIE), a private not-for-profit educational exchange agency, currently administers the program in cooperation with the Department of State. 200 Independence Avenue S.W. Washington, D.C., 20201 Architect: Marcel Breuer (New York City) The headquarters building of the U.S. Department of Health and Human Services is the Hubert H. Humphrey Building, located at the foot of Capitol Hill. The naming of the building in 1977 marked the first time that a federal building had been dedicated to a living person. Hubert Humphrey, who served as U.S. senator from Minnesota and Vice President of the United States, was born in 1911 and died in 1978. HHS offices housed in the Humphrey Building include the Office of the Secretary and Deputy Secretary; Office of General Counsel; Office of the Assistant Secretary for Public Affairs; Office of the Assistant Secretary for Legislation; Office of the Assistant Secretary for Budget, Technology and Finance; Office of the Assistant Secretary for Administration and Management; Office of the Assistant Secretary for Planning and Evaluation; and the Office of Public Health and Science (Assistant Secretary for Health). In addition, one of HHS' operating divisions, the Centers for Medicare and Medicaid Services, has headquarters offices in the Humphrey Building.
Other HHS Buildings
Several HHS operating divisions-the Food and Drug Administration, the Indian Health Service, the Substance Abuse and Mental Health Services Administration, and the Health Resources and Services Administration-are located in the 18-story Parklawn Building in Rockville, Maryland. Constructed in three wings, the building houses some 6,000 employees in such areas as food and drugs; health professions, health education and health services; mental health; alcohol and drug abuse.

T he Metrodome is covered by more than 10 acres of Teflon-coated fiberglass. It is the only air-supported dome in the major leagues, and fans enter the park through revolving doors that prevent release of the air that keeps the dome upright. The roof requires 250,000 cubic feet of air pressure per minute to remain inflated, and on at least three occasions slight tears caused by heavy snows have caused the roof to deflate. The right-field wall is 23 feet tall and covered with plastic. Called "the Big Blue Baggy" and "Hefty Bag" by players, the plastic-coated fence hides 7,600 retractable seats that are used when the stadium is in its football configuration.
