County Administrator's Corner Summary of Current County A ctivities As I reflect on my first term as County Administrator I would like to share with you a progress report and update on several initiatives that affect the Schuyler County community. In the interest of promoting public involvement and education it is my intention to continue this practice on a regular basis and I am very interested in receiving comments and questions regarding this method of communication. As a representative of the Schuyler County Legislature, I feel comfortable in speaking on their behalf in conveying the entire Legislative Boards desire to increase and improve communication among our constituency. The following is a brief update of issues affecting your County government: County Office Consolidation/Space Reallocation Council of Governments (COG)
  • Help America Vote Act (HAVA) inter-municipal agreement. While all future election related costs are legally designated to County government, local towns have agreed to share both the costs that were previously a town responsibility and an additional 25% of all new HAVA related expenses. County-Wide Assessment. We are working closely with the towns to enter into an agreement for the County to administer real property services. This has the potential to result in a county-wide revaluation and the ability to maintain accurate and equitable property assessments, providing a greater level of service at a significantly reduced cost from what municipalities currently pay.

The house museum was closed to the public after suffering roof damage in August 1999 but contains and an extensive collection of site-specific furnishings as well as original exterior fabric, interior woodwork, and floors. A fine example of New Jersey Dutch Colonial architecture constructed of fieldstone and Holland brick with timber-frame roofing system, the house helps interpret local community history and its development during three hundred years of continued occupancy of one family. The grant will help fund structural stabilization, roof repair and replacements, masonry repointing, exterior painting, electrical upgrades and an environmental analysis prior to installation of HVAC in the oldest wing of the house. The grant funded a roof restoration study and preparation of construction documents for the first phase of work.

The students explained that Osiris currently works with only with Flickr. The mtvU/Cisco grant will be used to hire programmers, develop a Web site and server to host Osiris, and to purchase computer hardware. Eventually, they want Osiris to interact with YouTube, Wikipedia, The New York Times New media experience

Judah was horrified. Next, Hunting-ton perceived that it was poor business to lay track at a base subsidy of $16,000 per mile it, with a little imagination, the payment could be trebled. He got a team of geologists to swear that the Sierras began at the limit of alluvial soil just outside Sacramento, rather than twenty-two miles east at the foothills. President Lincoln, distracted by the war, agreed, and the money rolled in at $48,000 to the mile. Judah was scandalized. When the Civil War broke out, Dodge entered the Union army as a colonel, and eventually was promoted to major general on the basis of his fighting abilities and his work in rebuilding war-torn railroads. In Washington in the spring of 1863 he had another talk with Lincoln about western railroading, in particular about the slow sales of Union Pacific stock. Dodge hinted that more government aid was indicated; this, along with some quick-footed lobbying by Durant and Huntington in 1864, produced an amended Pacific Railroad Act. The land grants were doubled, and the government loans were switched from a first-mortgage to a second-mortgage basis. The railroads now could issue their own first-mortgage bonds. Tlie gates were open for private investors. The government assumed all risks. It was the gravy train par excellence.

you into their world. You can see and hear everything that she describes
in her stories. You don't just read her books you experience them. Her characters are so real that you can almost know what their thinking.
You truely find many friends and Kindred Spirits among her tales.
I know I have found a true sense of beauty and romance thanks
to the wonderful writing of Lucy Maud Montgomery.

Block Grant Award For Northeast Missouri County
Jefferson City, MO Sen. John Cauthorn, R-Mexico, today announced that Schuyler County has been awarded a grant of $278,400. The grant monies will be used to help improve and expand the Schuyler County Public Water Supply District 1 system. "With population and development growth comes a demand for expanded core services," Cauthorn said. "Schuyler District One has worked to stay ahead of the water system growth curve, and this current project will help maintain the district's supply-and-demand edge." Schuyler County's award is a Community Development Block Grant (CDBG). The CDBG program is administered by Missouri's Department of Economic Development (DED), which awards the grants to developing areas throughout the state. Grant amounts are determined by a number of factors, including the demonstration of a need for a particular project, the scope and suitability of the project and the project's estimated benefits. "Schuyler County officials devised and presented a project proposal that matched or exceeded all the requirements for the DED's development grant program," Cauthorn said. "Now, having received the grant commitment, Schuyler District One can get to work. Once completed, the water system project will improve the quality of life for county residents and business owners, and may help foster further area development, too."

Additions and Revisions by: Elizabeth M. Wilkinson, September 2003 Biographical Note: Schuyler Colfax was born in New York City 23 March 1823. In 1836 the family moved to New Carlisle, Indiana. After education in local schools, he was appointed deputy auditor of St. Joseph County in 1841. He married Evelyn Chase in 1844. Colfax became a legislative correspondent for the Indiana State Journal, he then became part owner of the South Bend Free Press and changed its name in 1845 to the St. Joseph Valley Register. He also served as a member of the Indiana Constitutional Convention in 1850. Elected to the national House of Representatives in 1854, he served seven terms. From 1859 to 1861 he was chairman of the Committee on Post Offices and Post Roads, and was responsible for reorganizing the overland mail service to California. In 1863 Colfax was elected Speaker of the House of Representatives, and held this office for three terms. He was not a candidate for reelection in 1868 since he was the Republican nominee for Vice-President. He was elected Vice-President of the United States on the ticket headed by Gen. Ulysses S. Grant in 1868. Colfax was an unsuccessful candidate for the Vice-Presidential nomination in 1872 due to the fact he was implicated in the Credit Mobilier scandal. Colfax was among those members of Congress accused by Oakes Ames of receiving stock and dividends in the company in return for their influence. This incident effectively ended his political career.

Phillipus Schuyler
was born in January 1696. He was the son of Pieter Schuyler and his second wife, Maria Van Rensselaer Schuyler. He may have begun what became a lifelong military attachment as a member of his uncle's militia troop in 1715. In December 1720, he married his cousin, nineteen-year-old Margarita Schuyler - the daughter of his father's brother. The marriage was childless but both partners were members of the Albany Dutch church where they were occasional baptism sponsors. This younger son of the first mayor of Albany was called " Colonel " and lived with his wife on the family farm at the Flats . Although living beyond the city limits, he represented Albany in the provincial Assembly from 1728 to 1747 and again in 1750-51. On a number of occasions, he spent time in the Indian country. Anne Grant later thought him responsible for " management " of the Indians. Much of the rich detail of "the Colonel's" married life has been related in Anne Grant' s Memoirs of an American Lady Phillipus Schuyler filed a will in June 1748. It mentioned Margarita, his siblings, and their children. He died in February 1758 at the age of sixty-two.
