Now I must work with others, present ideas, and actually teach in a technical and business setting." As 1998 drew to a close, Eric Billingsley '95 was bleary-eyed, but happy. Toiling night and day for three weeks during the Christmas season, he'd led a team that built the Internet portal my.altavista.com. "We were pressing to sign contracts and code for news feeds, horoscopes, weather, stock quotes, sport scores, you name itand we got it done." Billingsley, now a principal engineer at eBay, the eight-year-old San Jose Internet auction company, says he learned as a WPI undergraduate both the self-sufficiency and teamwork skills that proved indispensable to the success of the project. "My WPI days stand me in good stead," he says. "Now I must work with others, present ideas, and actually teach in a technical and business setting." Sunny California seems a long way from rural Tennessee, where Billingsley grew up. His parents worked at the Oak Ridge National Laboratory, his mother as a secretary and his stepfather as an electrician. He grew up understanding radiation exposure and the history of the atomic bomb. "I always wanted to become a nuclear engineer," he says, "do physics and conduct nuclear research." He came to WPI to earn his B.S. in nuclear engineering when he found that the university is among a few colleges operating a nuclear reactor. The reactor "became my second home and I earned an operator's license in my sophomore year." He went on to serve as the radiation safety officer. That job would prove to be the starting point for his future career.

Closed-Caption Decoder This is a closed-caption decoder with serial output based on a Microchip PIC16F628A. The internal comparators of the PIC16F628A are used to implement a peak detector and data slicer. The hardware was designed by Richard Ottosen, and the firmware was written by Eric Smith. This closed-caption decoder does NOT overlay captions on video (OSD, on-screen display). If you need a device to overlay captions on video, you're going to have to look elsewhere. Zilog and other vendors make chips that do that, but I don't know of any standalone products. We originally used a common National Semiconductor LM1881 sync separator , but we had problems with it so we switched to the , which is a pin-compatible improved performance part. It can be purchased from Mouser Electronics . If you want to use an LM1881 you may have to change the values of R1 and C7; see the LM1881 datasheet for details. The earliest version of this closed-caption decoder was developed in 1994 using a PIC16C84 running at 16 MHz (out of spec!) or PIC16C61 and an external dual comparator. Rich Ottosen did an experimental conversion to the PIC16C56. Shortly after the PIC16C84 version was completed, Microchip introduced the PIC16C622, which was similar to the PIC16C84 but added two internal comparators and was rated for 20 MHz operation. We redesigned the caption decoder to use the PIC16C622 for reduced part count, and the higher operating frequency allowed us to increase the data sampling rate for higher reliability of decoding.

Historically, we have tried to raise the achievement level of low-achieving minority and immigrant students living in urban low-income areas, but we now recognize that there is an even greater gap in student achievement in schools in suburban middle-income communities than in the inner cities, particularly at the higher achievement levels. (College Board, 1999). More minority students attend suburban schools than popularly believed; in 2000, 33 percent of African-American children, 45 percent of Hispanic children, 54 percent of Asian children, and 55 percent of white children lived in suburban areas, and they attended both poor, segregated schools and excellent racially integrated schools with many resources (Ferguson, 2002, p. 2). We now have two major studies that can help us understand the achievement gap in suburban schools. Ronald Ferguson of the Kennedy School of Government at Harvard University analyzed the data collected by the Minority Student Achievement Network, formed by fifteen middle- and upper-middle-income districts throughout the nation. To better understand the experiences of different racial and economic group students that affect their academic achievement and academic engagement, the Network surveyed middle- and high-school students in ninety-five schools in fifteen districts using the"Ed-Excel Assessment of Secondary School Student Culture," developed by John Bishop of Cornell University. The purpose of this quantitative study was to determine how the schools can be educationally productive in closing the achievement gap in their heterogeneous student bodies.
