April 20th, 1979 On a fishing trip in Plains, Georgia, President Carter had an encounter with a "swamp rabbit". This seemingly trivial event was seized upon by the press and became a sort of Rorschach test of the Carter presidency: reporters and commentators saw in this story whatever they wanted to see in Carter's administration. Jody Powell, Carter's press secretary, described the affair in his 1986 book The Other Side of the Story It began late one afternoon in the spring of 1979. The President was sitting with a few of us on the Truman Balcony. He had recently returned from a visit to Plains, and we were talking about homefolks and how the quail were nesting and similar matters of international import. Suddenly, for no apparent reason he was drinking lemonade, as I recall the President volunteered the information that while fishing in a pond on his farm he had sighted a large animal swimming toward him. Upon closer inspection, the animal turned out to be a rabbit. Not one of your cutesy, Easter Bunny-type rabbits, but one of those big splay-footed things that we called swamp rabbits when I was growing up. The animal was clearly in distress, or perhaps berserk. The President confessed to having had limited experience with enraged rabbits. He was unable to reach a definite conclusion about its state of mind. What was obvious, however, was that this large, wet animal, making strange hissing noises and gnashing its teeth, was intent upon climbing into the Presidential boat.

10-Nov-1995 Dear Cecil: What's the straight dope on Jimmy Carter's once being attacked by a killer rabbit? I hear there are actually photos of Carter swinging for his life at this rabbit, but his people refused to release them because "some facts about the president must remain forever wrapped in obscurity." What the hell is going on? Donald Lilly, North Hollywood, California Dear Donald: Well, right now I'd say it's pretty quiet, which is about what you'd figure, seeing as how the killer rabbit thing happened in 1979. Not that stories about feckless good ol' boy presidents don't have their pertinence these days. Say what you will about Bill Clinton's PR problems, though, Jimmy Carter was in a class by himself. Nice man, but he was one president whose image a couple accusations from bimboes would have probably improved. The rabbit incident happened on April 20 while Carter was taking a few days off in Plains, Georgia. He was fishing from a canoe in a pond when he spotted the fateful rabbit swimming toward him. It was never precisely determined what the rabbit's problem was. Carter, always trying to look at things from the other guy's point of view, later speculated that it was fleeing a predator. Whatever the case, it was definitely a troubled rabbit. "It was hissing menacingly, its teeth flashing and nostrils flared and making straight for the president," a press account said.

Serving as chair of committees such as the Conflict Resolution Program (CRP), Carter has also created a sub-committee known as the International Negotiation Network (INN), which seeks to monitor global conflicts on a weekly basis. Carter's INN offers advice and assistance to new and struggling democracies that wish to put an end to current conflicts and links different peacemaking groups and their resources to produce a more effective and global effort. The INN focuses on the many civil conflicts that continue to plague developing countries around the world, but are most often neglected by those with the ability to offer assistance. One of Carter's successes was in North Korea in 1995. A product of Carter's meeting with North Korea's President, Kim Il-Sung, was the neutralization of North Korea's nuclear program in exchange for the commencement of dialogue with the U.S., the first in 40 years.

Perhaps an intrepid researcher will one day go through the many Internet pages that make assertions pro and con on the question of whether Israel's occupation of the Palestinian territories can properly be assessed as "apartheid." Then we may be in a position to tell whether the first polemicist to sling the term in the context of the West Bank was a foreigner, a Palestinian, or, just possibly, an Israeli. Suffice it to say, it wasn't Jimmy Carter, whose recent book, with its unpunctuated title Palestine Peace Not Apartheid The branding of Israel as an "apartheid state" was one of the themes of resolutions presented at the World Conference Against Racism held in Durban, South Africa, under United Nations auspices in 2001 (and one of the reasons Secretary of State Colin Powell cited for calling the American delegation home). Yet at about the same time, the term "apartheid" began to surface in discussions in what might broadly be called the Israeli peace camp as a plausible if somewhat contentious way of characterizing the occupation of the territories or the prospects of the Jewish settlements there; as a benchmark, a description of what the occupation already was or might become. Jimmy Carter was a new face on the American political horizon. Rising from relative obscurity to the Presidency during a two-year campaign characterized by its hard work and attention to detail, Jimmy Carter excited a large portion of the electorate. Carter seemed to appeal to those outside of the mainstream of American politics, asking them in countless speeches and gatherings, to send an "outsider" to Washington. Carter's religious beliefs also struck a responsive chord in large numbers of Americans. Other American leaders have felt deep religious convictions, but none had ever before been so successful in integrating those beliefs into a political program. This moral approach was refreshing to many, although others tended to distrust a politician who claimed he would "never tell a lie."
