Prevalence of Disabilities and Associated Health Conditions Among Adults - United States, 1999

To view the erratum, please click here In the United States, the number of persons reporting disabling conditions increased from 49 million during 19911992 to 54 million during 19941995 ( ). During 1996, direct medical costs for persons with disability were $260 billion ( ). Surveillance of disability prevalence and associated health conditions is useful in setting policy, anticipating the service needs of health systems, assisting state programs, directing health promotion and disease prevention efforts, and monitoring national health objectives ( ). The U.S. Bureau of the Census and CDC analyzed data from the Survey of Income and Program Participation (SIPP) to determine national prevalence estimates of adults with disabilities and associated health conditions. This report summarizes findings of that analysis, which indicate that disability continues to be an important public health problem, even among working adults, and arthritis or rheumatism, back or spine problems, and heart trouble/hardening of the arteries remain the leading causes. Better health promotion and disease prevention may reduce the prevalence of disability-associated health conditions. The 1996 SIPP panel was a multistage, stratified sample of the U.S. civilian, noninstitutionalized population based on the 1990 U.S. census. Panel members were interviewed 12 times in 4 years. During AugustNovember 1999, the Adult Disability Topical Module of Wave 11 of the 1996 SIPP panel collected information about self-reported disability during personal interviews with persons in 36,700 households representative of the civilian, noninstitutionalized population aged

    28-12-00 2000 Census Results Released December 28, 2000 The population of the United States is more than 281 million people, as announced by the U.S. Census Bureau December 28. The total has increased 13.2 percent from the last official census conducted in 1990.
    U.S. law requires a census be taken every ten years, an undertaking that's been performed every decade since 1790. It forms the basis for determining how the 435 seats in the U.S. House of Representatives are equitably distributed among the 50 states. The census also is critical in determining how federal funds are distributed to states and localities.
    The detailed data sought from census participants about age, education, income, family size and households are also used for a variety of academic and analytical endeavors conducted by both government and the private sector. In a brief statement issued upon receiving the 2000 information, President Clinton called the census, "the longest continuous scientific effort in American democracy."
    The 2000 census reveals significant regional shifts in population that will change the number of representatives some states hold in the U.S. Congress. The Census Bureau press release reports that the Southern and Western regions gained the most citizens.

September 19, 1997 Issue Brief #119 For a printer-friendly version of this report,  download an Acrobat PDF version of this paper NAFTA AND THE STATES Job destruction is widespread by Jesse Rothstein and Robert Scott Proponents of the North American Free Trade Agreement (NAFTA), eager to expand it to Chile and other Latin American nations, have consistently used misleading job numbers to support their case. For example, the Clinton administration claims that 2.3 million jobs in the U.S. are supported by exports to Mexico and Canada, with 311,000 of them attributable to increased trade under NAFTA. It also claims that rising exports have created jobs in every state in the U.S. (EOP 1997). Discussions of trade, however, must consider imports as well as exports. Ignoring the effect of imports is like trying to balance a checkbook by counting the deposits and not the withdrawals. If the U.S. exports 1,000 cars to Mexico, many Americans will be employed in their production and assembly. If, however, the U.S. imports 1,000 cars from Mexico rather than building them domestically, then a similar number of Americans who would have otherwise been employed in the auto industry will have to find other employment. The analysis used in this study considers both imports and exports in assessing NAFTA's effect on U.S. employment and corrects for methodological problems that have plagued earlier studies. The study reveals that an exploding deficit in net exports with Mexico and Canada has eliminated 394,835 U.S. jobs since NAFTA took effect in 1994 (Table 1), contributing significantly to the 4% decline in real median wages since 1993.
