Due to concerns about the lack of exploration activity in Papua New Guinea, particularly in the drilling of exploration wells, and the projected steep decline in oil production from the existing Kutubu, Gobe and Moran oil fields over the period 2003-2010, the Government has introduced special fiscal terms that are to provide an incentive to the industry to explore. Those special terms are styled as "incentive rate petroleum operations".

Report of the Review of Low Energy Nuclear Reactions Introduction
The Department of Energy's (DOE) Office of Science (SC) was approached in
late 2003 by a group of scientists who requested that the Department
revisit the question of scientific evidence for low energy nuclear reactions. In 1987 Pons and Fleishmann first reported the production of "excess" heat in a Pd electrochemical cell, and postulated that this was due to D-D fusion (D=deuterium), sometimes referred to as "cold fusion." The work was reviewed in 1989 by the Energy Research Advisory Board (ERAB) of the DOE. ERAB did not recommend the establishment of special programs within DOE devoted to the science of low energy fusion, but supported funding of peer-reviewed experiments for further investigations. Since 1989, research programs in cold fusion have been supported by various universities, private industry, and government agencies in several countries. Review and Process

David Case is the executive editor of TomPaine.com. TOMPAINE.COM NEWS BULLETIN WEDNESDAY January 12, 2000. Secretary Bill Richardson announced today that that he is "blocking the release" of the radioactive nickel the Department of Energy had slated to be cleaned and sold on the open market. The DOE is considering alternative uses which would prevent the nickel, which is from a decommissioned nuclear weapons plant, from being integrated into consumer products. Richardson also announced that the DOE would stop the open sale of other metals from its facilities that, like nickel, are contaminated throughout their mass, which may prevent complete decontamination. A spokesperson pointed out that the secretary, who was not at the Department in 1997 when the plan was put into action, wants to make sure the American people are comfortable with the project. "Secretary Richardson felt that the public should be given the opportunity to weigh in," the spokesperson said. "He'd like the Nuclear Regulatory Commission to develop national standards, and then he'd like to re-visit the issue once those standards are in place." Winonnah Hauter of Public Citizen comments that DOE's announcement does not impact the more than 100,000 tons of surface contaminated metal that it plans to clean and sell from Oak Ridge, nor the 2 million tons of such metal that could be recycled in the future.

The Albany Research Center is a U. S.
