    Historical Background
Note: This article is scanned and reprinted from: 200 Years of Census Taking: Population and Housing Questions, 1790-1990. Washington, DC: Bureauof the Census, 1989. A nationwide population census on a regular basis dates from the establishment of the United States. Article I, Section 2, of the United States Constitution required in 1787 that Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three-fifths of all other Persons. The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. In subsequent decades, the practice of "Service for a Term of Years" died out. "Indians not taxed" were those not living in settled areas and paying taxes; by the 1940's, all American Indians were considered to be taxed. The Civil War of 1861-65 ended slavery (abolished legally through the 13th Amendment in 1865), and the 14th Amendment to the Constitution, ratified in 1868, officially ended Article I's three-fifths rule. Thus, the original census requirements were modified Direct taxation based on the census never became practical

  • Identify the subjects you need from the questions asked on the Census questionnaire:
100% (complete count / short form)
    or sample data (long form)
  • Choose the levels of geography you want: e.g., United States, regions, states, counties, places (includes cities), or smaller geographic areas, such as census tracts, blocks or zip codes.
NOTE: as a general rule, there are fewer data items available for the smaller places, such as blocks. Choose the census publications which match your needs.
NOTE: the same subjects may be listed in several reports; sometimes the way the data are presented differs. Try more than one.

    Certification of Census Counts
Certification by Iowa Secretary of State Iowa's secretary of state certifies federal census counts for the state's counties, townships, and cities. Whenever the population of any county, township, or city is referred to in any Iowa law, the official population is the last preceding certified federal census unless otherwise provided. Allocation of state funds according to population is based on the counts as certified by the Secretary of State.
Certification by U.S. Census Bureau Organizations or persons who need certification from the U.S. Census Bureau that a Census Bureau document (e.g., table, map, or report) is a true and accurate copy for legal proceedings or for other purposes may request a certification from the Census Bureau. Upon payment of a fee, requesters will receive a copy of the requested document with a Census Bureau seal and an impression. The Census Bureau also offers certified Census 2000 population and housing counts on a fee-paid basis for new governmental units or for those governments with legal boundary changes since the census. This program is also available to school districts and federally recognized American Indian reservations. The program does not add any population associated with new construction.

This guide serves as an aid in using Census data. In accordance with Title 13 of the United States code, the United States Census has been conducted decennially since 1790. Other Censuses are conducted in five-year increments, in years ending in 2 or 7. These quinquennial Censuses include agriculture, governments, and the economic Censuses. Gelman Library has been a selective depository for U.S. Census publications since 1977. Beginning with the 2000 Census, the Census Bureau website is the primary source for accessing Census data and publications. Select data from previous years is also available on this site.
