The Scope and Sources of the Document Set
China and the United States: From Hostility to Engagement, 1960-1998 pulls together more than 2,000 documents concerning the relationship between the United States and China, with an emphasis on the 1969-1998 time period. The documents include memos, cables, and studies concerning U.S. diplomatic relations with China, records concerning the U.S.-PRC security relationship, documents related to the economic and scientific association with the PRC, and intelligence estimates and studies concerning the PRC's foreign policy objectives, military capabilities, and internal situation. The documents that make up this collection come from the State Department (including the embassy in Beijing and the Bureau of Intelligence and Research), Defense Department, Commerce Department, Office of the U.S. Trade Representative, Central Intelligence Agency, Defense Intelligence Agency, Pacific Command, and the military services (including military service intelligence organizations). Among the most significant items in the collection are:

App. P. 34(a)(2); 10th Cir. R. 34.1(G). The case is therefore ordered submitted without oral argument. Appellant Barbara Schwarz appeals pro se We have reviewed the record de novo , s ee Montero v. Meyer , 13 F.3d 1444, 1446 (10th Cir.), cert. denied , 513 U.S. 888 (1994), and find no reversible error. Under Federal Rule of Evidence 201, we take judicial notice of the fact Ms. Schwarz is a German citizen and are unpersuaded by her contention that she knows she is a United States citizen because she remembers being born here. Moreover, an examination of Ms. Schwarz's pleadings reveals they are purely frivolous and follow a recurring pattern of similarly unsuccessful FOIA actions filed by her against several other federal agencies, and at least two other actions against the United States Postal Service. In addition, Ms. Schwarz previously filed thirty-five frivolous petitions with the United States Supreme Court, prompting it to bar her from filing any prospective noncriminal filings with that Court. Human rights critics and left-center internationalists have charged that the C.I.A. has engineered coups and trained paramilitary units. On its right flank, the agency has been accused by militarists, old guard conservatives, and neoconservatives of dangerously underestimating threats to United States national security and of being permeated with liberals, Arabists, and socialists. The C.I.A. has also faced fire from forces inside government that have been critical of the C.I.A.’s “threat assessments” and “national intelligence estimates” — including militarists in Congress and the Pentagon, other intelligence agencies such as the National Reconnaissance Office, and even the President’s Foreign Intelligence Advisory Board. Hawks inside and outside the administration have, since the late 1940’s, teamed up in campaigns to emasculate, sideline, and control the C.I.A. At the start of the second Bush administration, hawks — in Congress, the neocon think tanks, and the Pentagon — can point to two major achievements in their campaign to seize command of the government’s intelligence apparatus. First was the appointment of Porter Goss, the former chairman of the House Intelligence Committee and a longtime ally of Vice President Dick Cheney, to head the C.I.A. and direct its reform. Second was the nomination of John Negroponte to be the first Director of National Intelligence (D.N.I.).

Overview
The U.S. has a number of intelligence agencies whose overall mission is defined by each of the U.S. Presidents. The complexity of the U.S. Intelligence Community is such that one really needs a comprehensive guide. Fortunately, Jeffrey T. Richelson has devoted an entire book to the "community" called The U.S. Intelligence Community . The agencies are split into three groups, those concerned with counter intelligence within the U.S. borders; counter-intelligence, offensive intelligence activites, and covert activities outside of the U.S.; and miiltary intelligence inside and outside the U.S.. Intelligence is the key element in Command, Control, Communications, and Intelligence ( ) . Management of the intelligence agencies is conducted by the President of the United States, through the Director of Central Intelligence, who also is the Director of the Central Intelligence Agency and intelligence oversight is conducted via the Congress' Intelligence Committees. How is the Commission's tasking affected by the President's recent intelligence reform proposals?
On August 2, 2004 , the President announced his support for certain organizational changes within the Intelligence Community. The Commission will continue its work as set forth in the President's Executive Order, and any recommendations it makes will of course take into account the new landscape if changes to the intelligence Community's structure or processes are implemented. Along these lines, the President has specifically asked the Commission to determine the merits of creating a new national intelligence center devoted to tracking and preventing the proliferation of weapons of mass destruction. Who are the members of the Commission?
There are nine Commission members who were appointed by the President to serve on this Commission. A brief biography of each of the Commissioners is available here . The Commission members collectively bring to the Commission both expertise in a variety of relevant substantive areas (including intelligence, national security, international law, and technology) and leadership experience within all three branches of the Federal Government, academia, and the private sector.
