"Threat of Terrorism to the United States"

Good afternoon, Chairman Stevens, Chairman Warner, Chairman Shelby, Chairman Gregg and Senator Hollings, Chairman Roberts, and other members of the Committees. I am pleased to have this opportunity to appear before you today to discuss the threat of terrorism to the United States. It is a privilege to join with Director of Central Intelligence George Tenet for this panel. Over the past few years, the Central Intelligence Agency has become one of the FBI's strongest partners in preventing acts of terrorism and in bringing to justice international terrorists who commit acts of violence against U.S. citizens and interests. Many of our successes are their successes. At the outset, I would like to recognize the Committees for undertaking this comprehensive series of hearings. Through these hearings, you have brought together the many agencies in the U.S. Government that are partners in dealing with both the response to acts of terrorism so that we might identify, apprehend, and prosecute those responsible for such acts, and with the consequences of terrorist acts so that we might mitigate the impact of these acts on individual victims, communities, and the Nation.

Central Intelligence Agency From a contemporary press report: TUGGLE, HOLCOMBE T. (Age 79) On Sunday, February 8, 2004, HOLCOMBE T. TUGGLE of Harpers Ferry, West Virginia. He was born in Seattle, Washington, and was a longtime resident of Vienna, Virginia, before moving to West Virginia. He served in the United States Navy during World War II and had a long and distinguished career with the Office of Security in the Central Intelligence Agency. He was an active member of the Blacksmiths' Guild of the Potomac. He is survived by his wife of 48 years, Irene V. Tuggle; beloved father of four children, Nora, Bonnie, Lauren and Tim; two grandchildren, Seph and Emily; and his brother, James of Seattle, Washington. He was preceded in death by his sister, Shirley. Interment will be in the Arlington National Cemetery. In lieu of flowers, the family requests memorials be made in his name to the Old Charles Town Library, 200 East Washington St., Charles Town, West Virginia 25414. TUGGLE, HOLCOMBE TUCKER JR

Central Intelligence Agency Official From a contemporary press report: Retired Navy captain who served as the director of Public Affairs for the Central Intelligence Agency (CIA) and was chief of public relations for five Presidential Commissions, died April 7, 2003, in Alexandria, Virginia, of cancer and strokes at age 72. Herbert E. Hetu, 72, a Washington public relations officer and retired Navy Captain who served as director of public affairs for the Central Intelligence Agency and chief of public relations for five presidential commissions, died April 7 at his home in Alexandria. He had cancer and had suffered strokes. Captain Hetu retired from the Navy in 1974 after serving four years as Special
Assistant for Public Affairs to the Secretary of the Navy. Earlier, he served in a similar capacity for the Chief of Naval Operations. His Navy career spanned 24 years. In 1977, the director of the Central Intelligence Agency, Navy Admiral Stansfield
Turner, hired Captain Hetu as the agency's director of public affairs and asked him to develop a public relations policy.

    Rumsfeld also admitted that there have been other cases in which detainees have been held secretly. This maneuver was deceptive, contrary to Army Doctrine, and in violation of international law.
    In June 2004, after the Bybee memo came to public light in the wake of the Abu Ghraib scandal, administration officials disavowed it, and said that it would be re-written. Press reports cited unnamed U.S officials as saying that the Bybee memo was prepared after a debate within the government about the methods used to interrogate alleged al-Qaeda leader Abu Zubayda (see below) after his capture in April 2002. Reports suggest that CIA interrogation methods were authorized by a secret set of rules that were endorsed by the U.S. Justice Department and the White House. These were said to include feigned drowning and refusal of pain medication for injuries. Indeed, according to the New York Times

    Charges of mediocre performance, lapses in management, and loss of direction at the Central Intelligence Agency played a major role in the formation of this Commission. The Aldrich Ames debacle, in particular, was seen by many as a sign that the CIA needed a major overhaul. During the short tenure of the Commission, the CIA was buffeted by more allegations of wrongdoing and weak management in connection with its conduct in Guatemala and its dissemination of insufficiently caveated reporting from known Soviet double agents, and by the French Government's public complaints about CIA espionage activities. These incidents color the public's perception of U.S. intelligence overall. Although it is only one of thirteen agencies in the Intelligence Community and accounts for less than one-eighth of the total intelligence budget, for most Americans, the CIA is U.S. intelligence. Given CIA's prominence in the public eye, the Commission concluded that it was appropriate to devote a separate chapter of its report to an examination of the CIA's mission and management.
    CIA's Mission
    The CIA was established by the National Security Act of 1947 as an independent agency under the direction of the National Security Council. Its principal mission was to "correlate and evaluate intelligence relating to the national security, and provide for the appropriate dissemination of such intelligence within the Government."
