Central Intelligence Agency
The Central Intelligence Agency (CIA) is the United States' foreign intelligence agency , responsible for obtaining and analyzing information about foreign governments, corporations, and individuals, and reporting such information to the various branches of the US government. It also maintains a vast covert military apparatus, which during the Cold War was responsible for a number of clandestine campaigns against foreign governments, leaders, and citizens. Its headquarters is in Langley, Virginia, across the Potomac River from Washington, D.C. History
In 1949, the Central Intelligence Agency Act was passed, permitting the agency to use confidential fiscal and administrative procedures and exempting it from many of the usual limitations on the use of federal funds. The act also exempted the CIA from having to disclose its "organization, functions, officials, titles, salaries, or numbers of personnel employed." Some critics have charged that this violates a provision of the U.S. Constitution that the federal budget be openly published. The activities of the CIA are largely undisclosed. It undoubtedly makes use of the surveillance satellites of the National Reconnaissance Office (NRO) and the signal interception capabilities of the NSA, including the Echelon system, and the surveillance aircraft of the various branches of the US armed forces. At one stage, the CIA even operated its own fleet of U-2 surveillance aircraft. The agency also employs a group of officers with paramilitary skills. Michael Spann, a CIA officer killed in November 2001 during the U.S. invasion of Afghanistan, was one such individual.

Field Officers
The CIA deploys hundreds of field officers all over the world to gather intelligence for the United States. The field officers report to CIA headquarters through the station chief in the country where they are placed. Each station chief supervises several field officers, assessing the information they have gathered and sending it to CIA headquarters. Field officers are expected to have detailed knowledge of the country where they are stationed and to be able to speak its language, although the CIA has sometimes been criticized for sending out unqualified and poorly trained personnel. Field officers must be United States citizens. Field officers rarely break into foreign military bases, infiltrate political parties, or otherwise try to collect sensitive information themselves. Instead they usually persuade foreign citizens to provide information. Sometimes foreign citizens volunteer to give secret information to the CIA. In oppressive regimes, their motive is sometimes altruistic and even patriotic—they feel they can best serve their country by providing the CIA with information that will help bring about social and political change or diminish the possibility of war. Charles S. Robb is a former Virginia Governor and U.S. Senator. As a Marine Corps officer during the 1960s, he commanded an infantry company in combat in Vietnam and, as a senator during the 1990s, he became the only member ever to serve simultaneously on all three national security committees. Judge Laurence H. Silberman Laurence Hirsch Silberman is a senior circuit judge on the U.S. Court of Appeals for the District of Columbia Circuit. He was a member of the U.S. Foreign Intelligence Surveillance Court of Review. The intelligence court, created in 1978, is charged with overseeing sensitive law enforcement surveillance by the U.S. government. Allen Welsh Dulles , director from 1953 to 1961, strengthened the agency and emboldened its tactics. The CIA has often been criticized for covert operations in the domestic politics of foreign countries. The agency was heavily involved in the failed 1961 Bay of Pigs invasion of Cuba, deeply embarrassing the United States. In 1971 the U.S. government acknowledged that the CIA had recruited and paid an army fighting in Laos. In 1973 the CIA came under congressional investigation for its role in the Pentagon Papers case. The agency had provided members of the White House staff, on request, with a personality profile of Daniel Ellsberg Its foreign operations came under attack in 1974 for involvement in Chilean internal affairs during the administration of Salvador Allende , and in 1986 it was shown to be involved in the Iran-Contra affair . Diminished in the early 1990s after the end of the cold war , it began rebuilding later in the decade, accelerating the process after the terror attacks of Sept. 11, 2001. It was subsequently hurt, however, by the revelation that Director George Tenet had insisted, prior to the Iraq invasion of 2003, that Iraq possessed weapons of mass destruction, and the quality of the intelligence that it had provided was criticized. One result of the intelligence failures relating to Sept., 2001, and Iraq was the reorganization of 2004, which demoted the director of the CIA and made the CIA one of several agencies overseen by the new position of director of national intelligence.

In 1942, President Franklin D. Roosevelt appointed William Donovan as head of the Office of Strategic Services (OSS), an organization that was given the responsible for espionage and for helping the resistance movement in Europe. He was helped in this by William Stephenson and Britain's MI6 chief, Stewart Menzies Donovan was given the rank of major general and during the Second World War he built up a team of 16,000 agents working behind enemy lines. The growth of the OSS brought conflict with John Edgar Hoover who saw it as a rival to the Federal Bureau of Investigation . He persuaded President Harry S. Truman that the OSS in peacetime would be an "American Gestapo". As soon as the Second World War ended Truman ordered the OSS to be closed down leaving a small intelligence organization, the Strategic Services Unit (SSU) in the War Department. However, the OSS provided a model for the Central Intelligence Agency (CIA) that was established in September 1947. Its role was to evaluate intelligence reports and coordinate the intelligence activities of the various government departments in the interest of national security.

United States Intelligence Activities
December 4, 1981 Timely and accurate information about the activities, capabilities, plans, and intentions of foreign powers, organizations, and persons and their agents, is essential to the national security of the United States. All reasonable and lawful means must be used to ensure that the United States will receive the best intelligence available. For that purpose, by virtue of the authority vested in me by the Constitution and statutes of the United States of America, including the National Security Act of 1947, as amended, and as President of the United States of America, in order to provide for the effective conduct of United States intelligence activities and the protection of constitutional rights, it is hereby ordered as follows:
Part 1
Goals, Direction, Duties and Responsibilities With Respect to the National Intelligence Effort
1.1 Goals. The United States intelligence effort shall provide the President and the National Security Council with the necessary information on which to base decisions concerning the conduct and development of foreign, defense and economic policy, and the protection of United States national interests from foreign security threats. All departments and agencies shall cooperate fully to fulfill this goal.
    (a) Maximum emphasis should be given to fostering analytical competition among appropriate elements of the Intelligence Community.
