The CIA Seal The Central Intelligence Agency CIA ) is an American intelligence agency , responsible for obtaining and analyzing information about foreign governments corporations , and individuals, and reporting such information to the various branches of the U.S. Government Its headquarters are in the community of Langley in the McLean CDP of Fairfax County Virginia , across the Potomac River from Washington, D.C. . The CIA is part of the American Intelligence Community , which is now led by the Director of National Intelligence (DNI). Seal of the United States Director of National Intelligence The Director of National Intelligence DNI ) is a United States cabinet-level official coordinating all 15 components of the Intelligence Community , and is the principal intelligence adviser to the president and the statutory intelligence advisor to the National Security Council. Creating the post of DNI was one of the recommendations in the report by the House-Senate Intelligence Committee investigating the September 11 attacks On February 17 , President George W. Bush named U.S. Ambassador to Iraq John Negroponte to the post, pending confirmation by the Senate . It has been reported that President Bush's first choice for Director of National Intelligence was former Director of the Central Intelligence Agency Robert M. Gates , who declined the nomination. On April 21 , John Negroponte was confirmed by a vote of 98 to 2 in favor of his appointment as Director of National Intelligence, and was sworn in by President Bush on that day. Previously, the

Relationships with Other Government Organizations The Central Intelligence Agency (CIA) is an agency exclusively devoted to the business of intelligence. The entire Agency is considered to be a member of the IC. CIA’s Contribution to Intelligence
The CIA is an independent agency, responsible to the President through the DNI, and accountable to the American people through the intelligence oversight committees of the U.S. Congress. CIA's mission is to support the President, the National Security Council, and all officials who make and execute U.S. national security policy by:
  • Providing accurate, comprehensive, and timely foreign intelligence on national security topics
  • Conducting counterintelligence activities, special activities, and other functions related to foreign intelligence and national security, as directed by the President.
The Central Intelligence Agency was created in 1947 with the signing of the National Security Act by President Truman. To accomplish its mission, the CIA engages in research, development, and deployment of technology for intelligence purposes. As a separate agency, CIA serves as an independent source of analysis on topics of concern and works closely with the other organizations in the IC to ensure that the intelligence consumerwhether Washington policymaker or battlefield commanderreceives the best intelligence possible.

NIE 99-17D, January 2000 The Estimate was produced under the auspices of David F. Gordon, National Intelligence Officer for Economics and Global Issues. The primary drafters were Lt. Col. (Dr.) Don Noah of the Armed Forces Medical Intelligence Center and George Fidas of the NIC. The Estimate also benefited from a conference on infectious diseases held jointly with the State Department's Bureau of Intelligence and Research, and was reviewed by several prominent epidemiologists and other health experts in and outside the US Government. The Global Infectious Disease Threat and Its Implications for the United States
I am pleased to share with you this unclassified version of a new National Intelligence Estimate on the reemergence of the threat from infectious diseases worldwide and its implications for the United States. This report represents an important initiative on the part of the Intelligence Community to consider the national security dimension of a nontraditional threat. It responds to a growing concern by senior US leaders about the implicationsin terms of health, economics, and national securityof the growing global infectious disease threat. The dramatic increase in drug-resistant microbes, combined with the lag in development of new antibiotics, the rise of megacities with severe health care deficiencies, environmental degradation, and the growing ease and frequency of cross-border movements of people and produce have greatly facilitated the spread of infectious diseases.

Members of the IC
Relationships with Other Government Organizations An IC member is a federal government agency, service, bureau, or other organization within the executive branch that plays a role in the business of national intelligence. The Intelligence Community comprises many such organizations. Except for the Central Intelligence Agency, intelligence offices or agencies are components of cabinet departments with other roles and missions. The intelligence offices/agencies, however, participate in Intelligence Community activities and serve to support the other efforts of their departments. The Central Intelligence Agency (CIA) has all-source analytical capabilities that cover the whole world outside US borders. It produces a range of studies that cover virtually any topic of interest to national security policymakers. CIA also collects intelligence with human sources and, on occasion, undertakes covert actions at the direction of the President. (A covert action is an activity or activities of the US Government to influence political, economic, or military conditions abroad, where it is intended that the US role will not be apparent or acknowledged publicly.)

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows: Section 1. Establishment. There is established, within the Executive Office of the President for administrative purposes, a Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction (Commission). (b) With respect to that portion of its examination under paragraph 2(a) of this order that relates to Iraq, the Commission shall specifically examine the Intelligence Community's intelligence prior to the initiation of Operation Iraqi Freedom and compare it with the findings of the Iraq Survey Group and other relevant agencies or organizations concerning the capabilities, intentions, and activities of Iraq relating to the design, development, manufacture, acquisition, possession, proliferation, transfer, testing, potential or threatened use, or use of Weapons of Mass Destruction and related means of delivery. (c) With respect to its examination under paragraph 2(a) of this order, the Commission shall:
