York) 30-1-1882 - Warm Springs (Georgia) 12-4-1945 Nacido en Hyde Park, estado de Nueva York, el 30 de enero de 1882, era primo lejano del también presidente de los Estados Unidos Theodore Roosevelt . Miembro de una familia acomodada, su padre era administrador de varias sociedades y tenía diversas propiedades, mientras que la familia de su madre poseía una empresa naviera y varias minas. Educado en un ambiente elitista, cursó sus primeros estudios en Grotton, cursando después Derecho en la exclusiva Harvard. Begin 1941 werd de Lend-Lease-Act aangenomen, waarbij het de Amerikaanse president werd toegestaan om oorlogsgoederen te leveren aan Engeland en andere landen zonder contante betaling. Uiteraard werden deze goederen alleen geleverd aan landen die belangrijk waren voor de veiligheid van de Verenigde Staten van Amerika.
