of our men have grown rich in politics. I have myself. I've made a
big fortune out of the game, and I'm gettin' richer every day, but
I've not gone in for dishonest graft-blackmailin' gamblers,
saloonkeepers, disorderly people, etc.-and neither has any of the
men who have made big fortunes in politics. There's an honest graft, and I'm an example of how it works. I might sum up the whole thing by sayin': "I seen my opportunities and I took 'em." In 1816, Columbus, Ohio, had one city councilmember for every hundred residents. By 1840 there was one for every thousand residents. By 1872 the figure had dwindled to one to every five thousand. By 1974, there was one councilmember for every 55,000 people. The first US congressional districts contained less than 40,000 people; my current city councilmember represents about twice that many. Today the average US representative works for roughly 600,000 citizens. This is double the number for legislatures in Brazil and Japan, and more than five times as many as in Australia, Canada, France, Great Britain, Italy, and West Germany. It isn't just a matter of numbers. Back in the early days of television and the late days of the Daley era in Chicago, Jake Arvey was an important man in national Democratic politics. At Democratic conventions, Walter Cronkite and David Brinkley would ponder what Arvey was going to do; presidential candidates would seek his blessing. Yet Arvey's power base was not a national organization nor telegenic charisma, but rather the 24th Ward of Chicago, from which he helped to run the city's Democratic machine.

I rise to interrupt your proceedings - logical, thoughtful, and well constructed though they are - to suggest something oddly subversive: that people only get involved in politics in large numbers when it becomes more than politics, when it is more than a logical, thoughtful and well constructed process, when it is more even than a ideology. They get involved when politics becomes a normal, convivial, exciting and satisfying part of their social existence. I want to talk for a moment about the non-rational, inefficient, even sometimes almost indescribable elements of a politics that works. Come with me for a moment to the time of when politics was so much a part of New York City that Tammany Hall had to rent Madison Square Gardens for its meetings of committeemen - all 32,000 of them. . In contrast, when the Democratic National Committee decided to send a mailing to its workers some years back, it found that no one had kept a list. The party had come to care only about its donors. We got rid machines like Tammany because we came to believe in something called good government. But in throwing out the machines we also tossed out a culture and an art of politics. It is as though, in seeking to destroy the Mafia, we had determined that family values and personal loyalty were somehow by association criminal as well.

What was the legacy of urban political leaders from the late 1800's to early 1900's? As cities and their problems grew rapidly the political environment changed. No longer did politicians run small manageable cities. These were big cities with big city problems and the government structures designed to cope with these problems grew. As the government grew it became the livelihood for many professional politicians. Some would argue that these politicians were corrupt, they would argue that they provided a needed service. The following selection illustrates the way the politicians of the city recruited followers: Another thing, I can always get a deserving man a job. I make it a point to keep track of jobs, and it seldom happens that I don't have a few up my sleeve ready for use. I hear a young feller that's proud of his voice... I ask him to join our Glee Club. He comes up and sings, and he's a follower of Plunkitt for life. Another young feller gains a reputation as a baseball player in a vacant lot. I bring him into our baseball club. That fixes him. You'll find him working for my ticket at the polls next election. I rope them all in by givin' them opportunities to show off themselves off. I don't trouble them with political arguments. DOCUMENT A The problem of our age is the proper administration of wealth so that the ties of brotherhood may still bind together the rich and the poor in harmony. The conditions of human life have been revolutionized within the past few hundred years. The contrast between the palace of the millionaire and the cottage of the laborer with us today measures the change which has come with civilization.
This change,however is not to be deplored, but welcomed as highly beneficial. It is essential for the progress of the race that the houses of some should be homes for all that is highest and best in literature and arts, rather than none should be so. Much better great inequity than universal squalor....
The price which society pays for the law of competition, like the price it pays for cheap comforts and luxuries, is also great; but the advantages of this law are also greater still. For it is to this law that we owe out wonderful material development which brings improved conditions. While the law may be sometimes hard for the individual, it is best for the race, because it insures the survival of the fittest in every departmant. We welcome, therefore, as conditions to which we must accommodate ourselves, great inequality of comprtition between these, as being not only beneficial, but essential for the future progress of the race.

    Park deal: new morals, old economy

    When Mayor Bill White recently announced the acquisition of land for what will become downtown's largest park and talked about the development it would generate, my thoughts turned to George Washington Plunkitt. ADVERTISEMENT And it wasn't just because Plunkitt was born in New York's Central Park. It was because he understood the economic impact of a park. Never heard of Plunkitt? He was a philosopher/politician 100 ago, a New York state senator, an assemblyman, a police magistrate, county supervisor, alderman — he simultaneously held four offices at one point, collecting pay for three of them. Perhaps of most relevance was his role as a valued lieutenant in the notorious Tammany Hall machine.

Riordon Preface THIS volume discloses the mental operations of perhaps the most thoroughly practical politician of the day-George Washington Plunkitt, Tammany leader of the Fifteenth Assembly District, Sachem of the Tammany Society and Chairman of the Elections Committee of Tammany Hall, who has held the offices of State Senator, Assemblyman', Police Magistrate, County Supervisor and Alderman, and who boasts of his record in filling four public offices in one year and drawing salaries from three of them at the same time. The discourses that follow were delivered by him from his rostrum, the bootblack stand in the County Court-house, at various times in the last half-dozen years. Their absolute frankness and vigorous unconventionality of thought and expression charmed me. Plunkitt said right Out what all practical politicians think but are afraid to say. Some of the discourses I published as interviews in the New York Evening Post, the New York Sun, the New York World, and the Boston Transcript. They were reproduced in newspapers throughout the country and several of them, notably the talks on "The Curse of Civil Service Reform" and "Honest Graft and Dishonest Graft," became subjects of discussion in the United States Senate and in college lectures. There seemed to be a general recognition of Plunkitt as a striking type of the practical politician, a politician, moreover, who dared to say publicly what others in his class whisper among them-selves in the City Hall corridors and the hotel lobbies.

Just as corporate capitalism lent itself to characterization as a malevolent, grasping monster, so, too, did politics. The Puck cartoon An English Country Seat . . . (see Text 1), for example, refers to the graft of Tammany boss Richard Croker, who used his ill-gotten gains to purchase Antwicks Manor, an eighteenth-century estate in England. The cartoon states his political philosophy, "I am in politics working for my own pocket all the time." His Tammany successor George Washington Plunkitt shared that view but expressed it perhaps a bit more discreetly, "I seen my opportunities and I took 'em." That remark was immortalized by William L. Riordan, a reporter who covered city politics for the New York Evening Post
His comments about reform would not endear him to Lincoln Steffens. The son of a wealthy businessman, Steffens was born in San Francisco in 1866. He studied in France and Germany before graduating from the University of California, Berkeley. Embarking upon a career in journalism, he became one of the era's leading muckrakers. Between 1902 and 1911 he wrote sensational articles exposing government corruption across the United States. In 1904 he collected the articles he wrote for McClure's Magazine in The Shame of the Cities

[First edition in 1905] "The" served in that post until 1926. The torch passed to great-uncle Charles A. McManus, the Vice President of the Board of Alderman (predecessor of the City Council), who served as Leader from 1926-29. Family members served until 1941, when Eugene McManus, Jim's father, became District Leader. The McManus Midtown Democratic Association has always been a stepping-stone for people of the working class, helping them to break out of the grip of poverty by giving them political clout. For more than one hundred years, the Club has assisted people to find jobs, housing, educational opportunities, and medical resources. The Club's proud history shows the power of individual voices coming together to accomplish what they could not achieve separately. In the tradition of the Democratic Party, the McManus Club continues to assist the working class and the poor, welcoming immigrants to the district, helping them integrate into the life of the City. Immigrants, intimidated by government, are reluctant to seek assistance from designated agencies.
