Stalinism is a brand of political theory, and the political and economic system implemented by Joseph Stalin in the Soviet Union . In current usage, the terms has in Western mainstream media become more or less synonymous to totalitarianism
Stalinism as political theory
Stalinism ", strictly speaking, refers to a style of government, rather than an ideology per se; however, during the period of Stalin's rule in the Soviet Union, a set of interpretations of the works of Marx and Lenin which were in concordance with Stalinist practices was established and disseminated, the term Marxism-Leninism coined to describe it. The term "Stalinism" is sometimes used to denote a brand of communist theory, dominating the Soviet Union and the countries who were the Soviet sphere of influence, during and after the leadership of Joseph Stalin. The term used in the Soviet Union, and by most who uphold its legacy, however, is " Marxism-Leninism ", reflecting that Stalin himself was not a theoretician, but a communicator who wrote several books in language easily understood, and, in contrast to Marx and Lenin, made few new theoretical contributions. Rather, Stalinism is more in the order of an interpretation of their ideas, and a certain political system claiming to apply those ideas in ways fitting the changing needs of society, as with the transition from "socialism at a snail's pace" in the mid-twenties to the forced industrialization of the

Mind responds to Dobson's Announcements OpenMind The Government finally made their long-awaited announcement on mental health policy on 29 July. One of the key points was a review of the Mental Health Act 1983. As a first step the Health Secretary is appointing a small group of experts to advise him 'on the areas of the current legislation which need to be revised or supplemented to support effective, modern mental health services'. He has specifically asked for this advice to cover compliance and community treatment orders. Mind, which has serious reservations about the extension of compulsory powers, hopes to be part of the group, due to report to ministers in spring 1999. The Government also announced a national service framework for mental health, covering both health and social care and providing guidance on the level and balance of services needed in each locality. They have already indicated that they expect services to include more acute beds, assertive outreach, 24-hour crisis services and specialist secure units in each NHS region. Consultation on emerging findings will take place over the autumn with a view to having a final document published by 31 March 1999. Finally, additional resources for mental health are promised, details of which are to be announced in October.

Health Select Committee The House of Commons Health Select Committee report on the provision of NHS mental health services was published in July 2000. The Registrar, Dr Mike Shooter, gave evidence on behalf of the College on 11 May. Dr Shooter was questioned closely about the future role of psychiatrists, their recruitment and retention and resources for mental health services. The Committee's two specialist advisers were Professor Robert Bluglass and Professor Tom Burns. BIOGRAPHY OF HARVEY DUNN Scribners Harper's Monthly Saturday Evening Post , and many others. His punctuality and tenacity made him a favorite among magazine editors. Dunn married Tulla Krebs in 1908 and continued to live in Wilmington until 1914, when he moved to Leonia, New Jersey, to be closer to New York. The next year, Dunn and Charles Shepard Chapman started the Leonia School of Illustration. Howard Pyle, the teacher, had influenced Dunn as much as Pyle, the illustrator. Dunn tried to fashion his school into a community-based art school like Pyle's. However, because of Chapman's and Dunn's different approaches to teaching art, the Leonia school did not last long. Nonetheless, Dunn taught in various institutions and from his own studio for the greater part of his life. Dunn's early style showed the influence of Howard Pyle in its insistence on capturing a dramatic moment. He eventually came to be known for his own unique, bold style which depended on a vigorous and painterly approach to color. Whether Dunn was illustrating an adventure story for the

Mr Took ) As you have heard expressed, Option A is very similar to what exists now and the argument is that it does not work, and if you have a problem, you go towards a specialist service, and this leads on to what Mr Farmer was saying about needing to test out the specialist service to see whether it is the right one.

101. There are two questions being asked. One is what is the long-term solution, and the other is what do you do in the short term if there are these people who are both dangerous and untreatable. One answer is to say that they are actually treatable, but that may not be the view taken by psychiatrists in a particular situation, so if you accept for a moment that there are people who are dangerous and untreatable and cannot legally be detained at the moment, what is your short-term solution to that?
Mr Farmer ) I would certainly advocate working on a community management approach in identifying those areas. I think if the Home Office have identified the numbers, they presumably have quite a good idea about where these people are. It may be instructive to work with an assertive community management approach again which could be set up reasonably quickly and could be followed and monitored very closely and researched very closely which may possibly address the short-term issue, but would also contribute understanding towards the longer-term problem.

160. And is there evidence, where good practices are followed, such as in Waltham Forest, that it leads to an increase in the turnout by disabled people?
Ms Enticott ) We do not have that evidence yet. We came across this example in 1997, let me just stress, but, considering the extent of the provision, it must make things easier for people, considering the range of problems that we know that people are facing where provision is bad, and it must make a difference.
Mr Winnick 161. Do you have, to put it bluntly, a shame list of authorities that really are not doing what they should be doing; and, if not, well I suppose the inevitable question is, why not? Ms Enticott ) Our experience from 1992, when things were very bad indeed, was that you just make people defensive, and I think perhaps we did not look enough at the issues facing the electoral administrators themselves, for instance. By doing a league table, it is always a bit risky, and we have had some bad reaction again this year, in 1997.
