Lebanon Forces Begin Withdrawal By Lee Hockstader Washington Post Foreign Service Tuesday, June 1, 1999; Page A10 The blast killed all five people in the black BMW, obliterated the car and shredded whatever modest beliefs Nabil had that he was fighting for anything but a lost cause with anything but a disintegrating army. Nabil is a soldier in the South Lebanon Army, a force that Lebanon's neighbor Israel has armed, paid and deployed for 14 years to help it fight the Iranian-backed guerrillas of Hezbollah, the Islamic "Party of God." Although Hezbollah denied planting the explosive that killed Paula, the group often uses roadside bombs against Israel and its militia allies. It is a war of attrition that Israel badly wants to end if it can only figure out how. The endgame is clouded by fear, the potential for vengeance and the vagaries of diplomacy, but the outcome is no longer in doubt: Israel cannot win militarily, and sooner or later perhaps within a year it will have to withdraw from the violent strip of territory in southern Lebanon that it created two decades ago in a bid to prevent attacks on northern Israel. The awkward question of where this leaves Nabil and 2,500 other increasingly demoralized fighters was answered suddenly last week by a surprise declaration by Antoine Lahad, the militia's commander. Lahad, who is close to the Israeli army, announced that his force would retreat from the area of Jazzin, a strategic pocket of fragrant orchards and pine forests that the militia has held since 1985. The retreat began last night.

Indonesian police ignore militia violence in East Timor.
PAUL TOOMB: I witnessed some of them sitting around listening to music and reading newspapers. Early in the day, events that I didn't witness, because I drove into the town from another location, involved the militia threatening a United Nations helicopter and firing shots in the air when it came to collect ballot papers. And the - the account that I heard reported to me by United Nations security staff was that the Indonesian police were facing the helicopter, not facing the militia.

MAXINE McKEW: As the multinational force moves further into the East Timorese countryside, more evidence is emerging of atrocities at the hands of pro-Jakarta militia.
Today, yet another grim discovery on the outskirts of Dili a dumped truck containing 10 charred bodies.
A man who claims to have witnessed their deaths says the militia and Indonesian military were responsible.
Allegations like these will be investigated by the newly-authorised United Nations commission of inquiry into alleged human rights abuses in East Timor.
The inquiry is seen as the first step towards establishing a war crimes tribunal similar to those set up to investigate atrocities in Rwanda and the Balkans.
In Darwin this afternoon, US Defense Secretary William Cohen gave Indonesia a blunt warning on the need for it to cooperate fully with the international inquiry.
As more East Timorese refugees return from the hills to the ruins of their villages, they are finding evidence that will keep any inquiry busy for a long time.

ACEH: Indonesian-backed militia behind terror?
BY LESLEY McCULLOCH In the remote area of Aceh Tengah (central Aceh) there is a new and growing problem for the civilian population: the presence of Indonesian-backed militia. The rarely visited area has experienced a devastating attack on its social and economic fabric. The enclave's economy has almost ground to a halt, many schools and clinics have been destroyed, and whole villages burned or deserted. The smell of fear is tangible. Official local government figures for 2001 state that more than 1900 houses were burned in this small district alone, and there were almost 400 conflict-related deaths. To the local population of only 300,000, this is a devastating blow. However, the real figures are substantially higher. A local journalist (whose identity must be protected for fear of reprisals) has been keeping his own tally of the death and destruction. He alleges that more than 2200 houses were burned and 450 died. In addition, many people have disappeared (presumed dead), many others have been tortured and several thousand have fled the area. The casual observer may be forgiven for assuming that this violence too, as elsewhere in Aceh, is the result of actions by the military and police. And to a degree it is. But there is a more sinister element in this remote area.

Father Murphy and the Million Mom March
by David Dieteman There is an Irish folk song named " Boulavogue ," which tells the story of a Catholic priest, Father John Murphy. Ultimately, the story of Boulavogue is the story of a priest who convinced his flock to surrender their arms to their government, but upon seeing the slaughter of his flock by that government, came to lead his sheep in rebellion, and was executed in the end. At first, as the United Irish (founded by Wolfe Tone, a Protestant) struggled to start the Rebellion of 1798, Father Murphy convinced his parishioners to sign an oath of allegiance to the government. The county of Wexford, as Robert Kee writes in the first volume of The Green Flag was "feebly organized" for rebellion. The plan of the United Irish was for all of Ireland to rise against the English simultaneously. This was only four years after the revolution in Poland led by Tadeusz Kosciuscko (a veteran of the American Revolution), nine years after the French Revolution, and 22 years after the beginning of the American Revolution. The spark which set Wexford on fire (quite literally) was the search for illegal weapons (sound familiar?). The English used the local yeomanry to scour the county for weapons and, predictably, the local volunteers were a bit too enthusiastic in their searches and seizures.

Indonesia: UNHCR Still Needs Greater Access to West Timor
Recent reports suggest that East Timorese militia leaders are softening their resistance to the return home of East Timorese. The numbers of returnees are climbing to about 1,000 per week, and UNHCR is expressing some hope that the situation will continue to improve. But, by all indications, of the estimated 170,000 refugees still in West Timor, there are tens of thousands still unable to return home freely. Make no mistake, this continues to be a hostage situation and the international community cannot relax until it is assured this is no longer the case.
Many reliable reports make clear that a significant majority of East Timorese refugees in West Timor were forced to go to West Timor by a well-organized effort of the Indonesian militia supported by the Indonesian military. Once in West Timor, they have been held in camps and other groupings. International representatives have had access to them only with great difficulty and in a very limited fashion. This access has improved in recent days but not to an acceptable level. The Indonesians assert that many of the refugees wish to remain in West Timor or transmigrate to other parts of Indonesia. This assertion must be set aside until a credible process is put in place to ascertain the refugees' true wishes, including those whom the Indonesians claim are members of the militia.

Howard Query, a Mason City native, was born in Warrington, England. He graduated from Mason City High School in 1971 and the American Institute of Photography in 1973. Query joined Lee Enterprises in 1974 as a retail advertising consultant. He became classified advertising manager at the Globe Gazette in 1976 and retail advertising manager in 1978. In 1987, he accepted the position of classified advertising manager at the Quad City Times in Davenport, Iowa. He returned to Mason City in 1995 as Publisher of the Globe Gazette and was appointed Group Publisher of North Iowa Media Group in 2000.
Query's responsibilities include the management of the Globe Gazette and advisory group management of the Britt News Tribune, Forest City Summit, Mitchell County Press News, Mason City Shopper and Winnebago Hancock Shopper. AM News COMPERE: The latest people to flee the province say the Indonesian military, police and militia are on a rampage, burning buildings and looting houses, with snipers shooting into the streets. The UN compound in Dili is coming under heavy fire and observers say, with the imposition of martial law yesterday, thousands of troops are pouring into areas like Bacau only making the situation worse. RAFAEL EPSTEIN: More evacuees flow into Darwin with the same terrible stories. Photographer Steve Tickner left the UN compound late yesterday afternoon, the only passenger on the last flight out. Indonesian military in Dili and Bacau are refusing to let the planes take off if local Timorese UN staff are onboard. STEVE TICKNER: There was a lot of activity in town. Parts of Dili were burning. There were heavy explosions. We heard rumours that the militia were torching buildings but had become bored with that and then started blowing them up. We saw, I saw TNI soldiers looting in the streets. There’s basically it was a scene of anarchy. There were refugees fleeing.
