Subject: E.Timor: Victims' friends show brutal killers the quality of mercy The Australian 13 October 99 Victims' friends show brutal killers the quality of mercy By PAUL DILLON TWO and a half weeks ago they were mourning their colleagues, brutally murdered by militia, but today the nuns of Fuiloro mission are protecting their friends' killers from a bloody revenge, as they confess to the crime. It is early last week at the Catholic mission. In a small steamy room at the rear of the mission hospital, hunched, frightened and sweating, are 17 members of the Team Alpha militia. The group is responsible for the destruction of dozens of small villages and the town of Los Palos and the deaths of possibly hundreds of people in the weeks after the August 30 referendum results were released. They are about to detail their role in the slaughter of 12 people, including two nuns and three young seminarians, on September 25. It is a tale of unbridled savagery and bloodletting, made worse by the irony that the murdered group were planning a mercy mission to aid the families of militia members. "At first I was very sad, and I kept asking myself all day why would they do this when they know who we are, they know that we do not work for ourselves, but for the people, including them," says Sister Ermelinda da Silva, one of the six nuns who last week protected the militiamen from revenge attacks.

MILITIA OF TIlE UNITED KINGDOM The title of militia disappeared from the list of the British forces in 1908, on the conversion of the existing self-contained militia into an army special reserve which is restricted to the rOle of providing drafts for the first line.i The self-contained second line army of the present day is the Territorial Force (see UNITED KINGDOM: Army). Under this act 30,000 militiamen were raised by ballot and embodied from 1759 to 1763. This force was exclusively Protestant, and remained so until 1802. The service of the militia as thus arranged remained nearly in the same state until 1870. Pitts reform, however, was followed by numerous amendments, new enactments, and other changes, of which the following is a summary in chronological order: 1758. Men volunteering to serve recognized as counting towards the quota. 1761. Raising of quota made compulsory on counties under penalty of fines. Mutiny Act applied to militia when out for training as well as when embodied. 1775. (American War.) Act passed empowering embodiment of militia in case of colonial as well as domestic rebellion.

And am presently including the review on the web page for my course in Modern philosophy. In my immediate enthusiasm I just want to check to be sure someone has referred you to the wild and wonderful piece anonymously published by M[ercy] O[tis] W[arren] entitled Observations on the New Constitution By a Columbian Patriot , Boston 1788. This anti-federalist paper was long attributed to Elbridge Gerry, but was written in deep cover by M[ercy] O[tis] W[arren]. I prepared an introduction to the piece for my former wife's book American Women Philosophers 1650-1930 [edited by Therese Boos Dykeman, now out of print]. It contains the Observations; by now there are a number of places you can find Observations - but as of now no place on the Internet. Just wanted to send off this quick note hopefully I will get back with some other comments on M[ercy] O[tis] W[arren]. I am so happy to find your work on a CD. Being able to discover the arguments she attributes to the "some" who attacked the constitution before it's ratification in her History.     I met him at a dinner party, and will never forget him. Even years later, when I see blood, mine from a shaving nick, my wife's from a kitchen knife, or in a TV drama, I can't help but think of him and his experience in Rwanda. There were ten of us at the dining room table, and he was a thin black man with a narrow face and large eyes who sat on my right. Soon after we sat down, he leaned toward me and said, "I'm Dr. Laurent Nkongoli." He paused and smiled. "I'm head of medical research at the Samoeun Institute of Medicine in New York." He knew about my research on democide, and soon told me that he had been in Rwanda during the Great Genocide. So, when a month later I was about to write an article on the genocide, I invited him to lunch. Laurent was open and frank about his experience, and oh yes, what a story he had to tell. I soon learned that he and his nephew had barely escaped with their lives. I remember well what he told me: At the beginning of the genocide in April of 1994, Laurent's nephew, Seth Sendashonga, was a student at the National University of Rwanda in Butare. There was some concern among Tutsi students and faculty at the university about massacres of Tutsi unleashed by the Rwandan Armed Forces in Kigali, the capital. But by Rwandan standards, that was a long distance away. Few worried about it.

    He knew their faces from TV: Ali Hassan al-Majid, aka Chemical Ali, the alleged mastermind of gas attacks on the Kurds and of the brutal suppression of the Shia; Taha Yassin Ramadan, the former Iraqi vice-president and a confidante of Saddam Hussein; Tariq Aziz, the former deputy prime minister in the Ba'athist regime; and Barzan al-Tikriti, Saddam's half-brother.
    In the near distance, separated from the others by a barbed wire fence, was Saddam.
    Released without charge at the end of last month after 22 months in custody, Sheikh Ali, 44, the leader of the Komala Islami Kurdistan (Kurdistan Islamic group), spoke to the Guardian about his encounters with the former Iraqi leadership.
    "Why did you put me in here with criminals and mass murderers?" he would ask of his interrogators. "I have never been a Ba'athist and I am not a terrorist. I even killed my brother because he spied for the Iraqi intelligence."

    In October, 2001, the U.S. Court of Appeals for the Fifth Circuit in U.S. v. Emerson thoroughly examined the Second Amendment's history and text. The court stated:
    There is no evidence in the text of the Second Amendment, or any other part of the Constitution, that the words "the people" have a different connotation within the Second Amendment than when employed elsewhere in the Constitution.
    Concluding, the court wrote:
    All of the evidence indicates that the Second Amendment, like other parts of the Bill of Rights, applies to and protects individual Americans. ... We reject the [Clinton Administration's] collective rights and sophisticated collective rights models for interpreting the Second Amendment.
    It is estimated that Americans own more than 200 million firearms. Those weapons could become a significant deterrent to terrorists or tyranny because they are in the hands of the citizens.
    Gun control supporters insist that the Second Amendment right of the people to maintain a well regulated militia really means the "right of the state" to maintain the "militia," and that this "militia" is today the National Guard.

Many of the strongest critics are humanitarians themselves, or their longtime boosters in academia and journalism, who have witnessed the dirty little wars that spawn large-scale famine, massive human rights violations, and forced migration.1 Searing experiences such as this have provoked the humanitarian community to undertake an unprecedented project of self-scrutiny, and analysis of the military and political contexts in which they find themselves.
