Letters from an American Farmer , "What, then, is this new man, this American?" and explained at length the differences he made out between the American and the European. The core of his argument was that "Here individuals of all nations are melted together into a new race of men, whose labors and posterity will one day cause great changes in the world." In 1815, Henry Clay, one of the most prominent American politicians of the first half of the 19th century, declared that the war his country began with England in 1812 had been necessary to form the national character. Clay’s argument was supported by Henry Adams, whose monumental History of the Administations of Thomas Jefferson and James Madison , published in 1891 but still the most comprehensive study of the period, declared simply that "The American national character was fixed in 1816." The Constitution consigned all matters regarding immigration and citizenship to the House of Representatives, which at first clarified the process by which an immigrant could become a citizen. The first naturalization act of 1790 set the period of residency required for naturalization at two years—that time span was raised to five years in 1802. More important was another specification Congress included in the act of 1790: only "white free persons" qualified for naturalization and citizenship; thus Congress defined the American as being white. No limitations were imposed on the numbers of newcomers who were permitted into the country. Such a restriction was not necessary; during the early 1790s, not too many Europeans dared to cross the Atlantic.
