Parker, Roy Whitehouse, George Littrel, Dan Lawton, Dan Christy, Paul Lee, Anne Rollins, Rachel Depo, Fred Eisenhart, Pam Reppert, Alice Miller Item 1: Approval of the minutes from the meeting of July 14 th Alderman Ramsburg moved to approve and Alderman Bill Hall seconded. Alderman Lenhart was not present. Item 2: Consideration and discussion of a request by Daniel Lawton on behalf of East South LLC, for approval of a second water and sanitary sewer connection for the property at 35 East South Street in Frederick. Mr. Daniel Lawton stated that he represents East South LLC, which owns the property on 35 East South Street and reviewed the site plan which has three buildings which is serviced by a water tap at the far western edge of the property. Mr. Lawton explained how the tap and the sewer were in the same location. Mr. Lawton showed the proposal for a new office building and explained where it would be located. Mr. Lawton explained that in order for this new building to use the existing tap they would have to cut service to the existing building and redue all of the existing lines and get from 200 feet from the existing line to the new building and explained the most direct route which would be a distance of only 20 feet from the new building under the street. Mr. Randy Connatser stated where existing water meters and taps were located in this area. Ms. Pam Reppert stated that Mr. Lawton will need to do a lot of paving and cleanup in the parking area. Mr. Paul Lee explained other options that are possible due to the work that Mr. Lawton will need to do. Mr. Lawton agreed to provide all of the information that the engineering staff will need to move forward with this project.

The law must never be a laughing matter

WHEN a convicted criminal leaves court laughing and calling justice a soft touch, we should admit frankly: something is terribly wrong. Declan Rooney, 20, was yesterday found guilty of causing tens of thousands of pounds worth of damage with his spray can. And the graffiti gang leader clearly has no respect for the law, nor for the judge, nor for society. Above all, he is not afraid of punishment. When, as a Queen's Bench judge between 1961 and 1972, I had to pass long sentences on villains, I never deluded myself that at the end of their sentences they would leave prison better men than when they went in. Nor did I think that they would be deterred from committing further crimes. What a custodial sentence would do, I thought, was to show that society, in the only way it could, would not tolerate gross breaches of the law. When sentencing those under 21 to either borstal training or three months in a detention centre, I thought that they would benefit from the discipline they would get there.

A restoration has recently been completed by Gleeson Homes including a conversion into nine luxury apartments.
The four pictures opposite were kindly sent in by Dennis Dunn, a resident of one of the lakeside houses.

CARNEGIE LIBRARIES. Development of educational institutions in Indian Territory and Oklahoma Territory coincided with the public library movement across the United States. In late-nineteenth- and early-twentieth-century Oklahoma, as the population of the Twin Territories increased and towns grew larger, middle-class institutions began to appear. Credit for establishing the territories' libraries generally goes to the local Women's Clubs, whose activities almost always included setting up local reading rooms and collecting books to furnish those facilities with material to lend.
The library movement was aided after 1900 by a grants program established by famed steel magnate Andrew Carnegie. Retiring from the steel industry in 1900 at age sixty-five, Carnegie devoted the rest of his life to philanthropy. In total, his Carnegie Corporation (trustee for much of his enormous fortune) provided more than $41 million for 1,689 free public library buildings in 1,419 communities around the United States. One condition of every Carnegie grant was that a community must pledge an annual amount of 10 percent of the grant, from tax monies and not from endowment or gift, to maintain the library.
Oklahoma communities received $464,500 in twenty-four Carnegie grants between 1899 and 1916. Construction of the first two public library buildings in Oklahoma Territory (Oklahoma City,1899 and Guthrie, 1901) were funded by Carnegie grants. The smallest grant went to Ponca City in 1908 for $6,500 and the largest to Oklahoma City and Muskogee, 1910, for $60,000. Other Oklahoma grants included: 1903Ardmore, Chickasha, El Reno; 1904Enid, Shawnee; 1905Tahlequah; 1906McAlester; 1908Bartlesville; 1909Perry; 1910Tulsa; 1911Cordell, Wagoner, Hobart; 1914Elk City, Frederick; 1915 Woodward, Collinsville; 1916Lawton, Miami, Sapulpa.
