Observing Global Change
Continuation of efforts to develop a comprehensive program of land-, ocean-, airborne, and satellite-based observations on a global scale is critical to understanding and predicting global change. Some recent accomplishments and future plans for the observing program are highlighted below: (also see Recent Accomplishments in Observing Global Change
Space-Based Earth Observing System (EOS)
In order to advance scientific understanding of the entire Earth system and to develop a deeper comprehension of its components and the interactions among them, it is essential that long-term, comprehensive global observations are collected, archived, and analyzed. To achieve this goal, U.S. agencies are cooperating with other countries in developing an international Earth Observing System (EOS) . EOS is a series of polar-orbiting and low-inclination satellites that will provide global observations of the land surface, biosphere, solid Earth, atmosphere, and oceans for a minimum of 15 years. EOS will greatly enhance the ability to understand and predict the effects of many parts of the Earth system (see EOS Satellites and Mission Objectives ). These include:

Summary:
The North American Landscape Characterization (NALC) project is a component of the National Aeronautics and Space Administration (NASA) Landsat Pathfinder Program. Pathfinder projects focus on the investigation of global change while utilizing remote sensing technologies. The NALC project is a cooperative effort between the U.S. Environmental Protection Agency (EPA), the U.S. Geological Survey (USGS), and NASA to make Landsat data available to the widest possible user community for scientific research and general public interest.

    North American Landscape Characterization, NALC
    Project/Campaign Introduction:
    The NALC data set is comprised of hundreds of triplicates (i.e., multispectral scanner (MSS) data acquired in the years 1973, 1986, and 1991 plus or minus one year, thus, the name triplicate). The NALC triplicates also include digital elevation model (DEM) data. The specific temporal windows vary for geographical regions based on the seasonal characteristics of the vegetation cover.     Summary:
    The NASA Landsat Data Collection (NLDC) is a compilation of Landsat multispectral scanner (MSS) scenes and Landsat thematic mapper (TM) scenes. This compilation of scenes represents data collections from four distinct projects including: (1) the Global Change Landsat Data Collection (GCLDC); (2) the Humid Tropical Forest Project (HTFP) collection of source scenes and products; (3) a collection of data from the Committee on Environment and Natural Resources Research (CENR) [formerly the Committee on Earth and Environmental Sciences (CEES)] historically referred to as the CEES collection; and (4) ongoing NASA Landsat data purchases starting with the 1996 fiscal year. The NLDC scenes have been screened for cloud cover and band quality resulting in a high grade, high quality data compilation.

    Fluoridation Debate
    Citizens for Safe Drinking Water, a San Diego, California, group opposed to fluoridation as a means of preventing tooth decay, is trying to repeal the state's 1995 mandatory fluoridation law by gathering enough signatures to place an initiative before the voters. David Kennedy, a biochemist and part-time dentist in San Diego who is also president of the 4,000-member organization, points to studies concluding that fluoridation causes health problems and doesn't reduce tooth decay. Among Kennedy's supporters is EPA chemist William Hirzy, who is backing the initiative in his capacity as an officer in the National Federation of Federal Employees. Arrayed against Kennedy and others opposed to fluoridation are scientists who claim fluoridated water is beneficial and nontoxic.

    It was on the BBC Radio 4 news - so it had to be true.

    This news comes on the day I happened to meet a local carpenter who was complaining about the lack of good timber these days. No good pointing out that eighty percent of our woodlands have also disappeared since 1900. In fact, since 1700 (preindustrial revolution) when most the country was covered in trees - including Cornwall, there is less than ten percent of the original tree cover left.
    Does it matter? Do we miss them? Well in year 3000 when Amazonia is down to is last tree gasping for breath in a toxic desert wasteland we might worry.
    Europe was once a vast forest with just a few million people in it. Now greater Europe is some 600 million people and the trees and the minority struggling to coexist with industrial pollution (acid rain) the car exhaust fumes and us in general.
    What I would very much like to know is what is the critical mass for trees to actually surrender, be overwhelmed entirely.

    by Kristi Sayler, U.S. Geological Survey A matched pair of satellite images from different years can be processed into a new change-detection image, which shows areas of increased or decreased brightness, greenness, or wetness. These images can be used to monitor landscape changes. These images of the Reno-Lake Tahoe area of Nevada, show some effects of natural processes on the landscape:
    Burn area
    Extensive changes resulting from forest fires can be observed in satellite images. Changes in greenness, displayed here as a dark blue color, show an area of vegetation which has become blackened from burning.
    Conifer mortality
    Scientists at Boston University have made ground measurements to quantify the decrease in the forest canopy as a result of drought. The sustained drought conditions weakened the trees and made them more susceptible to insect attacks. Satellite images can be used to estimate the geographic extent of the damaged area.
    Forest clear-cutting
    Droughts increase the geographic extent of exposed lakebeds, where new vegetation can be seen using satellite images. Changes in land use or timber harvesting activities can also be seen in this forested area.

    Product Description
    North American Landscape Characterization (NALC) data consists of Landsat Multi-Spectral Scanner (MSS) time-series triplicates that were acquired in 1973, 1986, and 1991 (+/- one year). The data covers selected locations throughout the conterminous U.S. and Mexico. Each NALC triplicate will consist of at least one MSS scene or scene composite for each of the selected years. The specific temporal windows will vary for geographical regions, based on the seasonal characteristics of the vegetation. The data will also include a 60-meter Digital Elevation Model (DEM) for all locations that do not include Mexico or its borders. Pixel size for all images is 60 meters. The data has been cast to the Universal Transverse Mercator (UTM) projection and is referenced to the North American Datum of 1927 (NAD27). The files are available in generic binary format and are distributed on CD-ROM.

    Landsat Pathfinder Data Set
    NASA initiated the Landsat Pathfinder data set in 1991, with the intent of reconfiguring selected portions of the global Landsat data archive to optimize use of Landsat data for global change research. The historical archive consists of 21 years of Landsat Multispectral Scanner (MSS) data at a spatial resolution of 80 meters, and 11 years of Landsat Thematic Mapper (TM) data at a spatial resolution of 30 meters. The Landsat Pathfinder Program Definition Phase Report [not yet available] provides a complete description of the Landsat Pathfinder concept and component activities (publication expected late 1994). The Landsat Pathfinder data set currently includes three component efforts. The first is the Humid Tropical Forest Inventory Project , which is associated with developing a complete three-epoch, consistently processed Landsat database for the humid, tropical forests of the Amazon Basin, Central Africa, and Southeast Asia. The three epochs are generally the early- to mid-1970s, mid-1980s, and the early 1990s. For each epoch, a set of Landsat scenes will be selected on the basis of minimal cloud cover and acceptable data quality to provide complete coverage of the humid, tropical forest regions. This data set is intended for evaluation of the rate and extent of tropical deforestation. The second effort is the North American Land Characterization (NALC) Project, which will bring together three epochs of historical Landsat MSS data in a standard configuration for much of the land surface of the North American continent, according to the Environmental Protection Agency research brief (1993)
