The NALC project is a cooperative effort between NASA, the U.S. Environmental Protection Agency, and the U.S. Geological Survey to make Landsat data available to the widest possible user community for scientific research and for the general public interest. The objectives of the NALC project are to develop standardized remotely sensed data sets and analysis methods in support of investigations of changes in land cover, to develop inventories of terrestrial carbon stocks, to assess carbon cycling dynamics, and to map terrestrial sources of greenhouse gas (CO, CO2, CH4, and N2) emissions. The NALC data set is comprised of hundreds of triplicates (i.e., multispectral scanner (MSS) data acquired in the years 1973, 1986, and 1991 plus or minus 1 year, thus, the name triplicate). The NALC triplicates also include a 60-meter Digital Elevation Model (DEM) data. The specific temporal windows vary for geographical regions based on the seasonal characteristics of the vegetation cover. Pixel size for all images is 60 meters.

    INTRODUCTION
    There is general agreement about the issues for which the twin technologies of remote sensing and geographic information systems are well suited. Applications of these technologies for understanding the extent and location of natural resources and human infrastructure, and the change in these resources over time are among the best examples. Remote sensing and GIS are currently being used in some countries to augment more traditional methods of determining forest and agricultural areas, understanding patterns of geomorphology, and tracking changes in urban areas, the location of concessions, etc. Remote sensing developed primarily from a scientific basis, rather than a strict resource management basis, and scientific applications of these technologies remain a vibrant area of progress. The international scientific community has made enormous strides in the past decade in producing a variety of global and regional datasets on the distribution of land-cover types, forest resources, the identification of human settlements, fire occurrence, etc. In addition, there is beginning to be scientific capacity for using remote sensing to parameterize models of ecosystem processes, such as net primary productivity, that are of both fundamental scientific interest and of practical importance for resource management.

    Overview

    Architecture The architecture of CaLSIP provides users with access to a broad, potentially unlimited range of environmental and geographic types and sources. Moreover, it is the opposite of traditional geographic information systems which historically have been limited by software architectures not intended to support distributed data or enterprise-wide usage. The CaLSIP system utilizes data models and dictionaries that offer open, modular, extensible solutions, enabling the interoperability required for integration across applications and information systems. System integration is founded on concepts of autonomous subsystems, interacting individually according to prescribed methods. Although a simple metaphor is a layered architecture of separate components, a more accurate picture is the Web itself, populated with ad hoc links and special purpose tools for various uses. CaLSIP will be implementing a new distributed system it will be developing named Q UAIL (Query, Understanding, and Analysis of Information on the Landscape). The four key aspects of Q
