    Background
    Although remote sensing satellite imagery has been widely available for over 20 years, the steps toward operational use of it have been slow. In the case of preprocessing, operational systems still address only scene-based correction issues. Geometric rectification has matured to the state where sophisticated spacecraft modelling and control point acquisition techniques are sufficient to ensure routine, sub-pixel correction accuracy for imagery from high resolution sensors such as those carried on the LANDSAT and SPOT platforms. In the case of scene radiometry, sensor-related corrections are routine; however, atmospheric correction is still viewed as a complex post-processing step. Current applications requirements, particularly in the area of environment monitoring, necessitate an expansion of our operational preprocessing systems. Monitoring in many instances requires integrated data sets of large geographic coverage which in turn can span many conventional remote sensing scenes. Preprocessing must therefore be broadened to encompass multi-scene fusion issues. In the case of imagery from the

    Introduction
    Long-Term Consistency of the Landsat Data Record
    Based on the Tandem Data Sets Earth observation imagery from the Landsat series of sensors spans almost three decades beginning in 1972. The image data acquired by the MSS and TM sensors represent a unique historical record of the Earth's surface at spatial scales of 30 to 80 meters. MSS and TM data coverage has been global with the exception of the years following the loss of access to the TDRSS due to the Ku-band transmitter failure. Some of this gap has been filled through data reception by international ground stations. Global data acquisition by the U.S. has now resumed with the successful Landsat-7 ETM+ mission and its solid-state recorders. The Landsat data record is an important data set for terrestrial remote sensing and global change research because of its relatively fine spatial resolution, extensive terrestrial coverage, and temporal baseline over a time when significant anthropogenic terrestrial change has occurred. In order to benefit fully from such a data record, steps are needed to ensure that the data are self-consistent and not significantly affected by artefacts of the measurement system. A critical step in such a process is sensor radiometric calibration to an absolute scale, yielding image data at the top of the atmosphere in physical units. Additional processing steps to retrieve surface parameters such as reflectance and temperature then become possible.

    INTRODUCTION
    New earth science methodology
    Remotely sensed satellite observations from space have fundamentally changed the way in which scientists study the atmosphere, oceans, land, vegetation, glaciers, sea ice, and other environmental aspects of the Earth's surface. In the past, the only way to investigate a given area was through direct observation and sampling on the ground and from ships or aircraft. Many portions of the globe are inaccessible and were poorly known. Observations were mainly limited to those features that could be seen, photographed, or measured in visible portions of the spectrum. Local studies were compiled to provide regional interpretations of environmental conditions. However, it was difficult if not impossible to obtain global interpretations or to document changing conditions over large areas. Many people now take for granted the daily images of clouds collected by weather satellites, but such routine viewing of the Earth from space is relatively new. In 1951, science-fiction writer Arthur C. Clarke proposed that a satellite in polar (N-S) orbit could allow humans to systematically view the whole planet, as the earth rotated beneath the satellite (Lauer

    Obtaining Landsat Images INTRODUCTION One of the best known series of earth observation satellites is Landsat. First launched as the Earth Resource Technology Satellite in July 1972, it was later renamed Landsat 1. This satellite was followed by Landsat 2 through 5. Landsat 6 never reached orbit after launch in 1993. Landsat-7 began operations in 1999 and is now producing great imagery of our planet.. Landsat 7 is expected to have a 5 year mission life. The satellite orbits at an altitude of approximately 438 miles. It repeats its coverage of the earth every 16 days. The on-board sensors capture an image area of about 115 miles x 115 miles. Most of the Landast imagery from the past ten years were from satellites 4 and 5. Two types of image data from these satellites are available: MultiSpectral Scanner (MSS) and Thematic Mapper (TM). Landsat 7 uses a new Enhanced Thematic Mapper Plus (ETM+). One of its new features is a panchromatic band (Band 8) with 15 meter resolution. One of the more interesting aspects of this is the North American Landscape Characterization Program, which offers a three-decade snapshot of the anyplace in the US. These images are all radiometrically corrected and geometrically corrected using a digital elevation model which is included in the price, which is $10 for 60 square miles. The spatial resolution is fairly gross (60 meters) compared with today's satellite images, but it is good enough to spot major changes in land cover (e.g. new housing developments, shopping centers, etc.). Continent-wide time series is irreplaceable, considering the difficulty of obtaining consistent GIS data for the current epoch, not to mention historical GIS data.     • Framemaker is a package designed for complete WYSIWYG authoring and layout of technical and professional documents. To execute Framemaker type maker on nye. Maker includes a complete interactive on-line manual. To view the manual execute maker and then select help from the menu options (upper right corner).
