John Jay was one of the heavy-hitters in the early days of the United States, a "founding father" who was a member of the Continental Congress and the first Chief Justice of the United States Supreme Court. Jay was a lawyer from New York whose service in drawing up the state constitution led to his appointment as a delegate and, later, president of the Continental Congress. He held the post of American Minister to Spain in 1779 before joining Ben Franklin and John Adams in Paris for the peace negotiations with Great Britain (1783). Upon his return to the U.S. Jay discovered that he had been appointed as the Secretary of Foreign Affairs. To explain the new U.S. Constitution, he teamed with Alexander Hamilton and James Madison to author a series of essays collected as The Federalist Papers (although it was published anonymously, it is generally accepted that Jay wrote five of the 85 essays). President

Jay states that he is enclosing copies of the Acts of Congress relating to the legality of capture on the high seas and the exchange of prisoners with Indians. The letter was written during Jay's service as President of the Continental Congress; he attended the Congress as a New York delegate from 1774-76 and 1778-79, serving also as a mininster to Spain and later Great Britain, the negotiator of the Treaty of Paris between Britain and the new United States in 1781, the Governor of New York, the Secretary of Foreign Affairs, and the first Chief Justice. LIVINGSTON family ODT Contents: An altogether remarkable man, of the sort with which the fledgling Republic was blessed several times over in those days. The terms he negotiated with Great Britain, in what is now called Jay's Treaty, over G.B. withdrawal from posts in the Northwest Territories (vic. Ohio), aroused bitter hostility in certain American quarters. It is now generally recognized that he acted wisely, granting compromises as the price of survival and avoided war with G.B. for a time.
