Judaism and the Human Genome Project

"Today," President Clinton declared at a recent White House ceremony, "we are learning the language in which God created life." No, he didn't mean Hebrew, although that would have been a nice touch. Clinton was referring to the human genome, the multi-billion-letter "operating manual" for homo sapiens that scientists have finally deciphered surely the most eagerly awaited literary release this side of Harry Potter.
This cracking of the genetic code promises to revolutionize medicine, but it also raises a host of moral and ethical questions that Judaism speaks to. The genome, for example, will no doubt help us better understand human behavior-and misbehavior-by identifying its genetic components. Consider where that might take us. Fast-forward to the year 2015: Is it farfetched to imagine, say, enterprising defense attorneys concocting "genetic defenses" for their clients?
Judaism wouldn't buy it. Our tradition maintains that biology is not destiny, and therefore holds people accountable for their actions-whether or not they have whatever syndrome is momentarily fashionable. There are legitimate mitigating factors, of course, such as mental incompetence, but Judaism otherwise consistently affirms the ability of people to exercise their free will and make moral choices. In fact, in general the Talmud says a person is always liable for his actions, whether awake or asleep.
Unfortunately, Judaism's position runs counter to a growing societal tendency to diminish personal accountability, often using medical or psychological "explanations" to excuse evil deeds. Does the term "Twinkie defense" ring a bell? That argument was used in a celebrated 1978 case by an attorney who maintained that his client was driven to commit murder by his addiction to junk food.

Human Genome Project Could Revolutionize Medicine
The Human Genome Project, which has researchers worldwide mapping the genes of the human body, will likely change how medicine is practiced in the future. By understanding which genes control diseases such as cancer, Alzheimer’s and hypertension, physicians might someday be able to prevent diseases or reduce their effects by properly assessing and responding to genetic medical risks in advance. “The project’s goal is to define a ‘parts list’ of what makes us human,” says Howard J. Jacob, PhD, at the Medical College. “Researchers are defining the chemical compounds of the genome and determining where specific genes are located on the chromosomes that make us human. Once we know the locations of the genes, we can then understand how the parts come together and function.” The Human Genome Project officially began in 1990 as a 15-year program to characterize in detail the complete set of genetic instructions of humans and some important laboratory organisms. Progress on those original goals has been faster than expected – the first fully completed, highly accurate reference sequence of the human genome is expected by the end of 2003. Apart from the genome project, there are now a few laboratory tests to determine genetic risks for certain types of cancer and other diseases. However, treatments to address genetic risks are still years away.

Genome Research
DOE supports both human and microbial genome research. The Human Genome Program was initiated by DOE in 1986 to map and determine the complete DNA sequence of the human genome. The principal goal of this international program is to determine a representative human DNA sequence of all 3 billion base pairs in the human genome. The U.S. Human Genome Project is jointly managed by DOE and the National Institutes of Health (NIH) In October 1998, Science magazine published the new DOE and NIH plan, New Goals for the U.S. Human Genome Project: 1998-2003 , in which human DNA sequencing is the major emphasis. An ambitious schedule has been set to complete the full sequence by the end of 2003, two years ahead of previous projections. In the course of completing the sequence, a "working draft" of the human sequence will be produced by the end of 2001. The plan also includes goals for sequencing technology development; for studying human genome sequence variation; for developing technology for functional genomics; for completing the sequence of Caenorhabditis elegans and Drosophila melanogaster and starting the mouse genome; for studying the ethical, legal, and social implications of genome research; for bioinformatics and computational studies; and for training of genome scientists.
