Biog/Hist Note: Professor and author. Clark received his Ph.D. from Yale University in 1903. He served as principal of the Massawippi Summer School in Quebec, and travelled widely in Europe. Clark became professor of languages at City College of New York, and wrote books on a variety of topics.

Jenkins (1864-1951) was a prominent Quaker who was involved with Green Street Monthly Meeting, the American Friends Service Committee, the Philadelphia Yearly Meeting (1919-1934), and Friends Intelligencer. He was also a Manager of Swarthmore College for 40 years and President of the Board from 1933 to 1944. Includes correspondence about "Signers' Walk" at Far Country, 1939-46, and general correspondence, 1897-1947, relating to Swarthmore College, Quaker Meetings, William Penn, Pennsylvania History, Tortola, Anna T. Jeanes, and other topics. Of particular interest is the 1931 correspondence relating to a pamphlet Jenkins wrote on the Society of Friends reunification.

Hereinafter cited as West, "John Steele." A copy is located in the North Carolina Collection, Wilson Library, University of North Carolina at Chapel Hill, Chapel Hill, North Carolina. Mr. West's dissertation is an expansion of his earlier (1967) master's thesis, "John Steele and North Carolina Federalism 1787-1803," a copy of which is also located in the North Carolina Collection. West's unpublished works remain the major secondary source of information on the life and career of John Steele. He prepared the sketch of John Steele which is to appear in a forthcoming volume of the DICTIONARY OF NORTH CAROLINA BIOGRAPHY. A copy was provided to this author by William S. Powell. The Declaration of Independence has its roots in the Covenanting struggle in Scotland
Perhaps readers are aware that two Declarations were written, the Mecklenburg Declaration of Independence of May 21, 1775 and the Declaration of Independence of July 4, 1776. A careful examination of the Mecklenburg Declaration and the Mecklenburg Resolves with the Declaration of Independence and Articles shows marked similarities in words and ideas between the two documents. However, the Mecklenburg Declaration, written by men familiar with the ideas of the Covenanting struggle in Scotland, acknowledged the Sovereignty and Providence of God, and stated "we do hereby declare ourselves a free and independent people are and of right ought to be a sovereign and self-governing association, under the control of no power other than that of our God and the general government of the congress." Under the Mecklenburg Declaration, the individual citizen would have been independent, self-governed, and under a limited government, acknowledging the Sovereignty and Providence of God.
