ICANN Accra Meeting Topic: Implementation of Independent Review Policy Posted: 6 March 2002 At its 14 March 2002 meeting in Accra, Ghana, the Board will consider the current state of implementation of the ICANN Independent Review Policy. The following status report describes the policy's status, its state of implementation, and possible options for proceeding to a functioning independent review procedure. Report on Status of Independent Review Nominating Committee To the Board: Summary At its meeting on 14 March 2002 in Accra, Ghana, the Board will consider the current situation with implementation of the Independent Review Policy . Under the policy currently in effect, progressing to a point where independent review can occur involves a sequence of many steps. For ten months, the process has been at the stage of waiting for the Independent Review Panel Nominating Committee (IRP NomCom) to nominate a slate of nine individuals as possible members (subject to Board confirmation) of the Independent Review Panel. Although a slate was recently suggested by three members of the IRP NomCom, under the requirements of the ICANN bylaws those members did not constitute a quorum of the NomCom. Accordingly, as a committee the NomCom has not provided the nominated slate required by the Independent Review Policy and the ICANN bylaws. Based on my inquiries to the member that submitted the slate, it does not appear likely that the NomCom will be able to propose a slate in a manner that complies with the bylaws requirements for committee action.

Thomas M. Moses, Mary L. Johnson, Barak Green, Troy Blodgett, Kim Cino, Ron H. Geurts, Al M. Gilbertson, T. Scott Hemphill, John M. King, Lisa Kornylak, Ilene M. Reinitz, and James E. Shigley Thomas M. Moses Mary L. Johnson is manager of research and development for the GIA Gem Laboratory in Carlsbad, California. Dr. Johnson, a frequent contributor to the journal, received her Ph.D. in mineralogy and crystallography from Harvard University. Barak Green is manager of communications for the GIA Gem Laboratory. He has written several articles related to diamond cut for trade journals and the Institute website. Mr. Green holds a master's degree in anthropology from the University of California, San Diego.

The GIA Diamond Proportion Module: Illustrating How Changes in Individual Proportions Affect the Appearance of a Round Brilliant Cut Diamond

In several previous articles of the GIA On Diamond Cut In a series of articles on optics (Diamond Optics: Parts , and ) and the article on The Importance of Three-Dimensionality , we discussed the relationships between these proportion parameters and light return. In this article we will show how changes in each of seven different parameters change the appearance of the diamond's shape. Although the effects of changes in the traditional proportion aspects are familiar to those who regularly work with diamonds, changes in the non-traditional proportion parameters (e.g., star facet length and lower-girdle facet length) produce some surprising results. In addition, we have included an animation that demonstrates why the reliance on a particular total depth (here, 60%) might sometimes be misleading. Below you will find a link to several animations and a short description of which proportion is being changed. Each link shows an animation in a new pop-up window. Diamond images for most animations are shown in both profile and face-up (or pavilion-up) views. In each animation, one proportion is varied while the rest of the proportions remain fixed.

We are committed to working with law enforcement in this matter.” According to Bill Jones, California Secretary of State, “Corrupting the vote is one of the most serious political crimes in California and the United States because it strikes at the heart of our democracy . . .
