Bill Armstrong Bill Armstrong was born in Montreal and grew up in Concord, Massachusetts. After high school he spent the next four winters as a ski bum in Aspen, Colorado. He graduated magna cum laude from Boston University, and was a waiter in a cafe in Cambridge for many years while he worked on his writing and photography. In 1989 Mr. Armstrong moved to New York City, where he worked for eight years as a drug addiction and alcoholism counselor with the Hazelden Foundation. Cold As Ice is Mr. Armstrong's first novel. He also writes short stories and has had numerous articles published in Powder magazine. Mr. Armstrong's fine art photography is represented by several galleries and his work is in many collections, including the Brooklyn Museum and the Fogg Art Museum. Samples of his photography are available online (www.billarmstrongphotography.com). In 1988, Mr. Armstrong built a cabin on a mountaintop in Vermont. Previous Doug Cunningham columns December 15, 2003 Janklow's pedal-to-the-metal run ends in tragedy It was maybe 5:30 p.m. when the phone rang, lo these many years ago, Bill Janklow on the other end. Gruff, direct, blunt. A bit put out. Well, a lot put out. Even for a kid reporter who thought he knew quite a bit, this focused one's attention, having the governor on the phone. It was the mid-1980s, and South Dakota was in a drought. Bad news in farm country. Bill Janklow, then governor of South Dakota, was Jesse Ventura years before Jesse Ventura. He could be caustic, but by turns could also be down-to-earth and gentle. A one-time juvenile delinquent, he'd risen to the state's top job through guts, brashness and savvy, mixing South Dakota populism with enough polish to land a Citibank processing center, thereby shocking New York. Almost always, he was blunt. This day, he was annoyed with Tom Daschle, a Democrat and, at the time, a House member.

    Masters, Servants, and Magistrates in Britain and the Empire, 1562-1955 Edited by Douglas Hay and Paul Craven
    Master and servant acts, the cornerstone of English employment law for more than four hundred years, gave largely unsupervised, inferior magistrates wide discretion over employment relations, including the power to whip, fine, and imprison men, women, and children for breach of private contracts with their employers. The English model was adopted, modified, and reinvented in more than a thousand colonial statutes and ordinances regulating the recruitment, retention, and discipline of workers in shops, mines, and factories; on farms, in forests, and on plantations; and at sea. This collection presents the first integrated comparative account of employment law, its enforcement, and its importance throughout the British Empire. Sweeping in its geographic and temporal scope, this volume tests the relationship between enacted law and enforced law in varied settings, with different social and racial structures, different economies, and different constitutional relationships to Britain. Investigations of the enforcement of master and servant law in England, the British Caribbean, India, Africa, Hong Kong, Canada, Australia, and colonial America shed new light on the nature of law and legal institutions, the role of inferior courts in compelling performance, and the definition of "free labor" within a multiracial empire.

    CONSULTATION PROCESS AND SPECIAL TASK FORCE
    ON ELECTRICITY IN NEW BRUNSWICK

    Feb. 20, 1998
    FREDERICTON (CNB) - A consultation process and the creation of a special task force to discuss the future of the electricity industry in New Brunswick were announced by Energy Minister Alan Graham today.
    "This consultation process is required to put New Brunswick into a better position to move into the 21st century by developping a progressive electrical energy policy," Graham said.
    The task force will consult directly with stakeholder groups, including special interest groups, large industrial users, labor and other interested parties. It also will receive written comments on the discussion paper Electricity in New Brunswick Beyond 2000.
    "This document has been designed to encourage and facilitate the discussion on the electricity industry in New Brunswick," Graham said, "It is designed to raise questions and answers through an open discussion involving New Brunswickers."
    The task force will prepare a report on options for a select committee of the Legislative Assembly. The select committee will hold public hearings on the task force report and the discussion paper.
    "We need to examine a restructured electricity industry which could provide secure, reliable and competitively priced electricity to all consumers throughout New Brunswick," Graham said.
