UTOPIANS-DREAMERS JAMES HARRINGTON (1611-1677) It was said that when James Harrington met the pope, he refused to kiss his toe as requested. If true, it was typical of him. Harrington was an aristocrat who could trace his ancestry back to the 12th century and hobnobbed with King Charles I, but who nonetheless passionately believed in the sovereignty of the people. In spite of his heritage, he was an egalitarian. In 1629 he entered Oxford, where he prepared himself for travel abroad by studying languages. When his father died, he had to leave the university without a degree. He went to Europe anyway, and it affected him for the rest of his life. In Holland he was manager of English affairs for the Prince of Orange, and he traveled to Flanders, France, and Italy. In Venice, he was impressed with the Venetian constitution, which influenced his ideas of a commonwealth. Back in England, Harrington joined the royal household of King Charles I. By this time he was a believer in land reform and said that political freedom was tied to "possession of the earth"-opinions which the king did not share. A contemporary reported, "The king loved his [Harrington's] company; only he would not endure to heare of a Commonwealth; and Mr. Harrington dearly loved his Majestie." In 1649, with Cromwell in power, Harrington was chosen to escort the king to the scaffold; the death of the king literally made him sick.

UTOPIANS-DREAMERS JAMES HARRINGTON (1611-1677) Cromwell read it and laughed. Oceana was criticized but popular. Harrington, who gloried in controversy, was in his element. He was then, as a contemporary described him, "of a middling stature, a well trussed man, strong and thick, well sett, sanguine, quickhottfiery hazel eie, thick moyst curled hair." When the Commonwealth fell and King Charles II ascended the throne, Harrington, known as a republican, was thrown into the Tower of London for treason. He was tortured and given one too many doses of guiacum, a powerful drug, either to prevent scurvy or to prevent him from writing (depending on who's telling the story). Whatever the reason, he became insane; he had delusionsthought, for example, that he sweated the spirits of flies and bees. He died at the age of 66. His Utopia: OCEANA Centering on the idea of the sovereignty of the people, the constitution of Oceana created an aristocracy of limited, balanced powers and included advanced ideas like the secret ballot, indirect election, rotation of offices, and the referendum. (Many of these ideas were incorporated into the constitutions of the American colonies, especially the Carolinas, Pennsylvania, and New Jersey.) The country was divided into 50 equal tribes, each with 2,000 members; in turn, each tribe was divided into parishes. Annual elections were held to elect representatives, but only freemen (property owners) could vote.

ANDERSON, James (1739-1808) Observations on the means of exciting a spirit of national industry; chiefly intended to promote the agriculture, commerce, manufactures, and fisheries, of Scotland. In a series of letters to a friend. Dublin, printed for S.Price, W. and H.Whitestone, J.Williams [etc.] 1779. 2 volumes. LXVII,325; [IV],424p., complete with both half titles. From the library of William Fortescue (?), with his bookplate on paste-downs (rudely removed in the second volume) and his name on the title of the first volume. Contemp. calf, backs with red and black labels, sides a bit scratched. A very nice set. First Irish edition. James Anderson was a Scottish gentleman farmer and author of several works on rural economy, the corn trade and similar subjects, but he is particularly credited for his (in the present work) anticipating the Ricardian theory of rent , the first clear formulation of the law of diminishing returns. These volumes 'show clearly that Anderson had a more correct view of the theory of rent than his greater contemporary and compatriot Adam Smith. Rent, he says, is a premium for the cultivation of the richer soils, reducing the profits of the cultivators to an equality with those of the cultivators of the poorer' (James Bonar in

Political Philosophers
When I went to college, my major was Political Science. The field is very broad, and I focused on my own areas of interest, the American political system. I also dabbled in comparative political systems and international politics. In all that time, I seem to have been able to avoid almost any contact with much in the way of classical political theory. As time has gone on, I've read about the political influences of the Framers and had others ask me, or tell me, about classical political theory. Because I've found some background in this area to be helpful, I present here a very shallow overview of some of what I've learned. By no means is this page complete, and by no means do I present myself as an expert in this area. What I do hope to do is present a few of the important classical influences on the Framers and on modern theory, and to give links to sites where visitors can go to learn much more. I welcome suggestions for more to add to this page. I also welcome corrections. Email me with any of either.
