Bellville, Texas 77418-1598 Opinion No. GA-0152 Re: Whether a county clerk may charge a fee for posting an Open Meetings Act notice ( RQ-0099-GA Dear Mr. Koehn: You ask about "the authority of a county clerk to charge a reasonable fee to a governmental body for receiving, posting and retaining notices required by the Open Meetings Act." The Open Meetings Act (the "Act") requires that a "governmental body shall give written notice of the date, hour, place, and subject of each meeting held by the governmental body." Tex. Gov't Code Ann. § 551.041 (Vernon 1994); see also id. § 551.001(3) (Vernon Supp. 2004) (defining "governmental body" to include a county commissioners court, a municipal governing body, a deliberative body classified as a department, agency, or political subdivision of a county or municipality, a school district board of trustees, a county board of education, the governing board of a special district created by law, and water districts). The Act expressly states where notice shall be posted, although posting requirements vary according to the particular governing body posting notice. See id.

Dear Ms. Smith: You ask whether the Board of Professional Land Surveying (the "Board") may establish a "retired status" category for its registrants, set a reduced renewal fee, and waive continuing education requirements for those individuals. Chapter 1071 of the Occupations Code, the Professional Land Surveyors Practices Act, governs the regulation of the practice of land surveying. Subchapter B thereof establishes the Texas Board of Professional Land Surveying, composed of nine members, including a commissioner, who is "the commissioner of the General Land Office." Tex. Occ. Code Ann. §§ 1071.002(2), .051(a) (Vernon 2004). The remaining eight members of the Board are appointed by the governor based "on the recommendation of the commissioner," and "with the advice and consent of the senate."

She welcomed the committee members and there was a brief introduction of each committee member. An attendance sheet was circulated among the members present. Copies of minutes of April 29, 1999 meeting were distributed. Ann Thompson asked for corrections in the minutes. The minutes were approved unanimously. Comments from Chair: Ann Thompson emphasized the importance of having equal representation of students and faculty on Computation Advisory Committee. She asked members to contact her (or Renuka) to get any issue discussed on the agenda for the subsequent CAC meetings. Ann Thompson reported that a special CAC meeting was held on August 26, 1999. At the end of the last year, CAC had decided to discuss the possibility of a significant raise in Student Computer Fee. Over the summer of 1999, Computer Fee Adjustment Subcommittee came out with a proposal to increase SCF. She mentioned that on page 2 of the proposal, the proposed increase had been suggested from $51 to $90/semester. She then asked Brad Powers to comment on the activities of this subcommittee. Brad Powers mentioned that he met with Matt Craft, the President of GSB and a meeting had been arranged with GSB for the coming Wednesday, September 15, 1999. He would prepare a presentation for that meeting and this presentation would also be posted on the web. He invited CAC members to be present in that meeting in order to explain and answer questions regarding the increase in student computer fee.

Board approves student fee increase for Union
Risa I. Palm, who will be the next executive vice chancellor and provost at LSU, spoke recently at the Board of Supervisors meeting. T he LSU Board of Supervisors at its May 2 meeting approved a recent increase in the student self-assessed Union fee and approved a recommendation to establish the Life Course and Aging Center at LSU. LSU Chancellor Mark Emmert also introduced Risa Palm, the newly hired LSU executive vice chancellor and provost, to board members at the meeting. In April, a two-thirds vote of the Student Senate and a majority of students voting in a campus referendum approved an increase in the student self-assessed Union fee to fund improvements to the building, the grounds and the programs. The board approved the increase, which raises the fall and spring fee from $47 per semester to $107 per semester, to be phased in over six semesters by adding a $10 increase each semester. The vote also increases the summer session Union fee from $8.75 to $35.75, to be phased in over three summer sessions by adding a $9 increase each semester. Some of the planned improvements to the Union include renovating about two-thirds of the building, constructing a 50,000-square-foot addition to the facility, adding a new principal entrance on the southeast corner of the building, creating a new center for student organizations, providing a safe late-night activities center in the Tiger Pause games area, expanding the Tiger Lair eating area, improving the Union Theater and creating additional lounging and retail space, as well as new outdoor plazas.
