For Welfare Reform The principal aims of the Trust are to:
  • Provide technical advice and assistance on practice, training, structure and management of social services;
  • Help with training or re-training of civil servants and social workers and to help create training courses at all levels;
  • Provide examples of different models of social services delivery;
  • Help promotion of working partnerships between state and non-governmental agencies;
  • Assist with translation and adaptation of social work teaching materials;
  • Provide a variety of forums for the exchange of ideas between Russia and the Republics and Western Europe, and to help prevent duplication of activity;
  • Raise awareness in the UK of the social welfare problems facing Russia and the former Soviet Union, and of the reform programmes currently underway.

Minister sees ESF at work
James Plaskitt, the DWP Minister for ESF, visited a Mencap project in Southampton on 19 July 2005 to see how ESF is helping disadvantaged people move into work. The project, 'Advance to Work', receives its ESF funding through Jobcentre Plus. Over a three year period, it will help 225 people with learning disabilities or mental health issues. It provides training in basic skills for employability, as well as support with motivation and confidence- building. The project has a target of helping at least 64 of the participants to enter paid employment or advance to other Jobcentre Plus programmes. James Plaskitt was impressed with what he saw and thanked the project managers and trainers. Speaking during the visit, he said "Advance to Work is doing a great job helping local people return to work. I admire the team's dedication. They are getting great results with ESF funding from Jobcentre Plus. ESF projects such as these can make a real difference to people's lives by giving them the skills and confidence they need to find jobs."
