    S CRUTINISING E UROPEAN L EGISLATION - T HE E UROPEAN U NION C OMMITTEE Role of the Committee
    The House of Lords, as part of the national parliament, performs a valuable service for the United Kingdom in scrutinising and reporting on proposed European legislation. It does this through its European Union Committee. The Committee is the successor to the European Communities Committee, first established in 1974, the year after the United Kingdom joined the Community. The Committee’s title was changed in December 1999 to reflect the changes agreed in the Treaties of Maastricht and Amsterdam. Remit and Organisation of the Committee
    The Committee is appointed at the beginning of every parliamentary session. Its terms of reference are: "To consider European Union documents and other matters relating to the European Union." The Committee is chaired by a Lord who is a salaried Officer of the House (the Principal Deputy Chairman of Committees). It has about 20 members, each of whom serves on one or more of the subject-area sub-committees through which the Committee conducts its investigations. Other lords are also co-opted to the sub-committees, so that a total of around 70 lords are actively involved in the work of the Committee or sub-committees.

    Beginnings: war and peace For centuries, Europe was the scene of frequent and bloody wars. In the period 1870 to 1945, France and Germany fought each other three times, with terrible loss of life. A number of European leaders became convinced that the only way to secure a lasting peace between their countries was to unite them economically and politically. So, in 1950, in a speech inspired by Jean Monnet, the French Foreign Minister Robert Schuman proposed integrating the coal and steel industries of Western Europe. A a result, in 1951, the European Coal and Steel Community (ECSC) was set up, with six members: Belgium, West Germany, Luxembourg, France, Italy and the Netherlands. The power to take decisions about the coal and steel industry in these countries was placed in the hands of an independent, supranational body called the "High Authority". Jean Monnet was its first President.
