Oil on canvas 40 1/2 x 31 5/8 in. (103 x 80.3 cm) Purchased with funds provided by the Mr. and Mrs. William Preston Harrison Collection, the Charles H. Quinn bequest, Eli Harvey, and other donors, 78.8 John Smibert divided his early career between Edinburgh, his birthplace, and London, where he variously studied art, worked as a plasterer, painted houses and coaches, and eventually set up as a portrait painter and copyist. He arrived in Italy in 1717, copied master paintings in Florence and Rome for his patron Cosimo III de' Medici, and then returned to London. By 1722 he had a studio there and was considered a leading portraitist. Smibert arrived in the American colonies in 1728, attracted by climate, opportunity, and the promise of employment in a visionary utopian colony to be established in the Bermudas. It failed to materialize, but he remained, the first fully trained artist in the colonies. He established a highly successful portrait practice in Boston.

WILLIAM Hulton will always be remembered as the man who ordered in the troops at the Peterloo Massacre of 1819, but his reputation as a hammer of the working man began much earlier than that - during the Luddite Riots seven years before. Hulton was born in 1787, the son of the High Sheriff of Lancashire, at the family seat, Hulton Park. Educated at Cambridge, he married his cousin, Maria Ford, and they had 13 children, 10 of whom survived to adulthood. His father had died when he was 12, and at 21 he inherited the family estates, which included substantial coal-mining interests at Westhoughton. When he was 24, Hulton followed his father as High Sheriff, and it was just a year later that he was called into action, arresting 12 people when Luddites torched a Westhoughton weaving mill. Four of them - including a 12 year old boy - were hanged. He had another man at a Westhoughton mill transported for seven years for "administering oaths". As troubled times loomed again in 1819, Hulton was called on to chair Lancashire and Cheshire magistrates, a committee set up purposely to deal with the unrest which was sweeping the manufacturing districts. He took up his post in July, a month before Peterloo. It was he who read the Riot Act on St Peter's Fields, and he who sent in the Manchester and Salford Yeomanry, with such tragic consequences.

Statement of William Lovelady on behalf of the National Cotton Council of America before the Thursday, June 25, 1998 9:30 am My name is Bill Lovelady. I am Chairman of the Board of the National Cotton Council and a cotton and pecan farmer from Tornillo, Texas near El Paso. I also am currently serving as NCC’s representative on EPA’s Tolerance Reassessment Advisory Committee (TRAC). Cotton has perhaps been the commodity most effected by EPA’s implementation of the Food Quality Protection Act. In 19967, FQPA requirements resulted in EPA denying the extensions of a fungicide, and a herbicidetwo tolerances and initial denial of Section 18 emergency use applications for a critically needed insecticide product in six states. .Ironically, under pre-FQPA rules, EPA had approved use of the product in these states for the two previous years. Theough insecticide, carbofuran (Furadan) was later made available by the states of Texas and Oklahoma through a Special Local Need (24 - c) and it provided critical protection against the cotton aphid. - where it literally saved last year’s crop- Tthese agency’s actions have alarmed cotton producers and have seriously challenged theirour confidence in the agency’s pesticide registration process. In my remarks today, I will discuss decisions on specific crop protection products that have been problematical, explain why EPA’s application of the statute in each case was of concern,. I also will and outline the steps the grower and pesticide user community are taking to restore the underlying principles of sound science, transparency, balance, and workability to EPA’s decision making process.
