William Jefferson Blythe, III was born in Hope, Arkansas on August 19th, 1946, three months after his father died in an automobile accident. When William was four years old, his mother married Roger Clinton, and the family moved to Hot Springs. William took the family name while in high school. After earning the selection as a delegate to the American Legion Boy's Nation program, Clinton met President John F. Kennedy in Washington, D.C., an event which sparked his interest in politics. Earning a Bachelor of Science Degree in International Affairs from Georgetown University in 1968, Clinton then attended Oxford University on a Rhodes Scholarship, studying government. He attended Yale University, earned a law degree, and then returned to Arkansas to teach law at the University of Arkansas at Fayetteville. Clinton managed two important political campaigns – that of George S. McGovern, the Democratic Presidential nominee in 1972, and then Governor Jimmy Carter's run for the Presidency in 1976. During that time, Clinton married Hillary Rodham on October 11, 1975, and ran unsuccessfully for the U.S. House of Representatives in 1974. In 1976, running unopposed for State Attorney General, Clinton was finally elected to a public office. This followed with the Governorship in 1978 where he served until 1980, and again from 1982 through 1986. From 1986 through 1987, Clinton served as chairman of the National Governors' Association. In 1991, he decided to run for President. He wanted to improve the health care system and strengthen the economy. After a long primary process, Clinton was nominated as the Democratic presidential candidate. Senator Al Gore, of Tennessee was chosen to be the vice-presidential running mate. Their campaign motto was "putting people first." On November 3rd, 1992, Clinton was elected as the forty-second President of the United States by forty-three percent of the popular vote.

He was elected to a second term in 1996. Bill Clinton's father, William Jefferson Blythe II, died in an automobile accident before his son was born. Blythe's widow married Roger Clinton, and Bill eventually took the latter's name. Bill Clinton graduated from Georgetown University (Washington, D.C.) in 1968 with a degree in international affairs and then attended the University of Oxford as a Rhodes scholar for two years. He graduated from the Yale University Law School in 1973 and joined the faculty of the University of Arkansas School of Law that same year. Clinton directed the presidential campaign of Democratic candidate George McGovern (1972) in Texas and that of Jimmy Carter (1976) in his home state, and in 1974 he ran unsuccessfully for a seat in the U.S. House of Representatives. He was elected attorney general of Arkansas in 1976, and in 1978 he was elected governor, becoming the youngest governor the nation had seen in 40 years. After an eventful two-year term as governor, Clinton failed in his reelection bid in 1980 but regained the governor's office in 1982, after which he was successively reelected three more times by substantial margins. A pragmatic Democrat, he reformed Arkansas' neglected educational system and encouraged the growth of industry in his state through favourable tax policies.

    Among the most noteworthy aspects of William Clinton's presidency was the stream of revelations, legal suits, and investigations related to his extramarital affairs both alleged and admitted and to his possible involvement in deceptive real estate schemes in his native Arkansas. Yet even when his alleged lying under oath, in regard to his affair with a White House intern, led to a Senate impeachment, he not only avoided being ousted from office; his popularity in the polls actually increased. But perhaps more noteworthy in the midst of these scandals was Clinton's own resilience, borne of an unfailing affability and an uncanny skill in dealing with a hostile Congress. It was that resilience that enabled him, despite the scandals, to take effective roles in key government initiatives, including an overhaul of the welfare system and the elimination of chronic annual deficits in federal spending. Sculptor Jan Woods is best known for her depiction of horses. Among her most important commissions are two large bronze reliefs, completed in 1991, for the Oaklawn Race Track in Hot Springs, Arkansas.

Preparing to take the Polaroid shot of Clinton that would be the basis for the final enlarged print, Close was afraid that Clinton would not want to give him much time. In fact, Clinton became fascinated with Close's project and was happy to give him as much time as he needed to get a satisfactory image.
