I nitially there were supposed to be three amateur drafts held each season. That original plan changed in 1964 and was reduced to two drafts with the first phase being held after High School graduations. The second phase was held in January of the following year and involved players who were drafted earlier, but were not signed by their franchise. I n 1986 the two-phase draft system was changed and instead of holding a second phase draft in January, franchises who could not sign their first round selections were awarded a supplemental first round pick the following amateur draft.

    26. Why Harold Baines Shouldn't Make The Baseball Hall Of Fame
Why harold baines Shouldn t Make the baseball Hall of Fame I ma bit doubtfulthat a team whose best player was harold baines would win the pennant.
    http://jeays.net/files/baines.htm
Why Harold Baines Shouldn't Make the Baseball Hall of Fame
    Argument For
Baines obviously has some reasonably good lifetime numbers, including 2783 hits and 1583 RBI, going into the 2000 season. He made 6 all-star games which is a reasonable total. He's played in 21 seasons including 2000 and hit .300 in a season of 100 games 8 times, which is a decent number. He was a pretty good contact hitter, only striking out 100 times in a season once. I wish I could come up with some more good arguments here... but there really aren't any.
    Argument Against
The basic argument against Baines is that he's never really been a dominant player. He has some okay career totals, but when you look at his seasons individually, none really stand out. The only stat he ever led the league in was slugging average, with .541 in 1984 (and he ended up tying for 13th in the MVP vote, with 10 points). He never hit 30 HR in a year (29 in 1984 and 25 in 1982 and 1999 were his highs), which is mediocre for a DH. He had only 3 100 RBI seasons and no 100 run seasons. His baserunning was fairly bad (50% SB rate going into 2000, and 290 GDP). While his batting average is reasonably good (.292 heading into 2000), his OBP of .358 and SA of .469 are not that much above average. To take the argument to an extreme, imagine a player that played 25 years and hit 20 HR a year. This would give him 500 career HR, but this doesn't make him a great player, especially if he was a first baseman in the American League. It does seem that players are playing longer these days we will need to reevaluate career totals with respect to having longer careers. Take Pete Rose for instance, he played in the most games and had the most at bats of any major league player... he SHOULD have the most hits of any player, and if he didn't, it would be a negative.

If anybody thinks other than Chicago here's a chance for you to explain why. Ram Man 01-26-2003, 12:20 PM I believe the point is moot as I don't expect that Baines will ever be voted into the HOF. He failed to achieve 3000 hits, failed to achieve 400 HRs, had 100+ RBIs just three times, had a career average under .300, never won an MVP, was never on a World Series winner, only led the league in one statistical category (slugging pct. in 1984), never hit 30 HRs in a season and played less than 40% of his games in the field. Baines had a fine, long career and was an excellent hitter in his prime, but comes up short in terms of the Hall of Fame, IMO. Hammerin Hank 01-26-2003, 12:32 PM I worded my question incorrectly. It should've been if Harry makes it in. BigRedMachine 01-26-2003, 07:40 PM

    Harold Baines (1980-89, 96-97, 2000-01)
    Harry Hooper (1921-25)
Magglio Ordonez (1997- ) Hammerin Hank 06-15-2003, 12:35 AM I voted for Harry Baines, however I know that in a couple years my vote will definately be for Magglio. The Commissioner 06-15-2003, 11:03 AM I actually voted for Magglio. While he comes nowhere near Hooper's prowess in the field, at the plate his offensive numbers are already too large to ignore. Hooper still has the edge as the better player, but as purely a member of the White Sox Ordonez has surpassed him.(Keep in mind Hooper played the majority of his career with Boston). Ordonez is already two points higher in batting average for his WhiteSox career than Hooper and has already vaulted up to fifth place on the Sox all-time list for homers. The Commissioner 06-15-2003, 11:04 AM Oh, you meant Baines. I thought by "Harry" you were referring to Hooper. I'd still stick Magglio, but I could definitely see your case for Baines as well. Harold Douglass Baines (born March 15 in Easton, Maryland ) is a former right fielder and designated hitter in Major League Baseball who played in the American League from to , and is best known for his three stints with the Chicago White Sox . His 1,628 career runs batted in rank 10th in AL history. Baines began his career with the White Sox as the number-one pick in the amateur draft in , after being spotted by then-White Sox owner Bill Veeck while playing Little League ball at the age of 12. In 1980 the smooth-swinging 20-year-old became a regular outfielder on the team, and began to produce in when he had 165 hits home runs and 105 RBIs. He ended the longest game in major league history (eight hours and six minutes over 25 innings on successive evenings) with his home run against the Milwaukee Brewers Chuck Porter on May 9 ; the bat he used is currently kept at the Baseball Hall of Fame . He also led the AL in slugging percentage in 1984. In , a succession of knee problems began which would gradually end his fielding career, forcing him to become a regular designated hitter. Despite the knee ailments and the resulting lack of speed, however, he remained a powerful hitter, picking up 166 hits in Midway through the season, the
