By Bob McGinn
of the Journal Sentinel staff Oct. 19, 1997 Green Bay Now, the Packers find themselves in a three-way tie for first place in what NFC Central folks argue is the National Football League's finest division. "This is going to be a toughie, it really is," said Ron Hughes, Detroit's director of player personnel. "I think three teams will come out of this division and make the playoffs." Minnesota, Tampa Bay and Green Bay all stand at 5-2 with Detroit in fourth place at 4-4. Chicago (0-7) is out of it. Crucial games next week send the Vikings to the Buccaneers and the Packers to the New England Patriots. "It's one of those stay-tuned seasons," said Scott Studwell, the Vikings' player personnel coordinator. "You're really starting over when you go back to work Monday. "You really play the first half of the season to get yourself in position for a playoff run. There's really four teams in our division that can do that now. The game at Tampa Bay may set the tone for the rest of our season, to be honest with you."

Scouts Inc.
Successful NFL front offices are only as good as their personnel decision makers. There are many different ways to structure a front office and Scouts Inc. has attempted to break down all 32 teams, dissecting the power structures.
The following is a bullet-point breakdown that will take you inside each NFC team's personnel department, examining differing philosophies and the process by which each final personnel decision is made.
NFC East
Dallas Cowboys
Jerry Jones: Owner/president/general manager Bill Parcells: Head coach Stephen Jones: COO/executive vice president/football operations The biggest drama in the Cowboys' front office this offseason may be the ongoing relationship between Jerry Jones and Bill Parcells. There is no question that, in terms of power, this is still a two-man operation, but who wields the most power? Parcells isn't going to be around the coaching ranks a lot longer, so obviously he is looking for quick fixes to rebuild this roster, sooner than later. But Jones still looks at the big picture and must look at life after Parcells for the Cowboys. The big question now; when will these two clash?

Talk to NFL general managers, coaches and personnel executives and the picture they paint of draft-day decision making suggests multiple voices arriving at a consensus.
But when a team goes on the clock there are time constraints, ringing phones, multiple options and, at least some of the time, differing opinions.
Teams settle on direction as much as they can in meetings before the draft, but surprises always pop up. The power structure almost demands that — no matter how respected the voices are — there is at least a first among equals at the top.
But which works better — a GM or executive having the final say on selections, or the head coach?
An informal survey of reporters around the league indicates that a GM, owner or executive holds the final say for 22 of the 32 teams on draft day.
Coaches hold that power for the other 10 teams.
Reporters who cover the Cowboys (Owner Jerry Jones and Coach Parcells) and the Steelers (Coach Bill Cowher and Director of Football Operations Keith Colbert) said those teams appear to truly share duties, so The Tennessean counted them half on each side of the ledger.

RUMOR MILL ARCHIVES By Profootballtalk Editor Mike Florio POSTED 5:20 p.m. EST, February 28, 2003 ( FRIDAY WIEGERT TO TEXANS?
A league source says that free-agent offensive lineman Zach Wiegert is in Houston today, and there's a good chance that the Texans will reach a deal quickly with the former Jaguar. According to the source, Wiegert would play right tackle for the Texans, if Ryan Young opts to depart via free agency. If Young stays, Wiegert would slide to guard. Wiegert's agent, former Jacksonville exec Michael Huyghue, recently said that Zach would be changing teams in free agency. POSTED 4:10 p.m. EST, UPDATED 4:18 p.m. EST, February 28, 2003 ( FRIDAY COLTS "BRAIN DEAD" IN SATURDAY DEAL? The Colts decision to stuff $5 million into the pockets of center Jeff Saturday is being criticized in some NFL circles. According to a veteran player (who, like many, visit this here site), Saturday is "just a guy." The source opined to us that the Colts must be "brain dead" to pay Saturday that kind of money, and that the move proves the team will "never be worth a shit." On Thursday, Saturday signed a
