A United States naval officer, Commodore Matthew Calbraith Perry, negotiated tirelessly for several months with Japanese officials to achieve the goal of opening the doors of trade with Japan. For two centuries, Japanese ports were closed to all but a few Dutch and Chinese traders. The United States hoped Japan would agree to open certain ports so American vessels could begin to trade with the mysterious island kingdom. In addition to interest in the Japanese market, America needed Japanese ports to replenish coal and supplies for the commercial whaling fleet. On July 8,1853 four black ships led by USS Powhatan and commanded by Commodore Matthew Perry, anchored at Edo (Tokyo) Bay. Never before had the Japanese seen ships steaming with smoke. They thought the ships were "giant dragons puffing smoke." They did not know that steamboats existed and were shocked by the number and size of the guns on board the ships. At age 60, Matthew Perry had a long and distinguished naval career. He knew that the mission to Japan would be his most significant accomplishment. He brought a letter from the President of the United States, Millard Fillmore, to the Emperor of Japan. He waited with his armed ships and refused to see any of the lesser dignitaries sent by the Japanese, insisting on dealing only with the highest emissaries of the Emperor.

The Japanese ordered him to go to Nagasaki, the only port open to foreigners, where the Dutch operated a limited trading concession under humiliating conditions, but Perry firmly declined. On July 14 he presented his papers, including a letter from President Millard Fillmore to the Japanese emperor, requesting protection for shipwrecked American seamen, the right to buy coal, and the opening of one or more ports to trade. The expedition then retired to the China coast, returning, with an increased fleet, in Feb., 1854. Perry's show of pomp (at which he was expert) and power obviously impressed the insecure Tokugawa shogunate, and on Mar. 31, 1854, near Yokohama a treaty was concluded that acceded to American requests, opening the ports of Shimoda and Hakodate to U.S. trade. For his successful expedition Perry was awarded $20,000 by Congress, which also paid for publication of the official

Two stars once rumoured to be coming to town who now probably won't be are Liam Neeson and Richard Gere, says Calgary film commissioner Sue Bristow. The pair are signed to star in the post-Civil War drama Seraphim Falls, which had scouted southern Alberta earlier this year, but will likely now shoot in New Mexico. That state has become our province's chief rival in luring Hollywood productions. Bristow says New Mexico's few advantages longer days and a similar landscape to ours don't compare to Alberta's experienced crew base and production history, but "they are hugely supported by their government."

Perry's success demonstrated the inability of the Shogun, Japan's hereditary military dictator, to enforce his country's traditional isolationist policy; the Japanese were soon forced to sign similar treaties with other Western nations. These events contributed to the collapse of the shogunate and ultimately to the modernization of Japan. Considered thereafter an authority on the Far East, Perry stressed the danger of British and Russian expansion and urged a more active U.S. role in the Orient. He specifically recommended the acquisition of island bases in the Pacific to assure U.S. military and commercial superiority in the area, but the government was not ready to act on these proposals for roughly half a century.
