General Charles Napier . Bronze statue on a granite base. This memorial, which is located 100 metres from the front entrance of the Athenaeum, Pall Mall, stands at the left of the staircase down to St. James's Park, which Napier surveys. This image has been taken from the Victorian Web Ireland , and served against the insurgents. He accompanied General Fox to London when he was transferred to the command of the home district. While serving on the London staff he saw much of his cousin, Charles James Fox and the cheerful society at St. Anne's Hill was a pleasant interlude in his life. On 22 December 1803 he was promoted captain in the staff corps, a newly organised body of artificers to assist the royal engineers and the quartermaster-general. In 1804 he was quartered at Chelmsford and Chatham. In October his father died; the family were left in straitened circumstances, but Pitt bestowed pensions on the widow and daughters. In the middle of 1805 Napier went with his corps to Hythe, where he was employed in the construction of the Military Canal, and came under the personal supervision of Sir John Moore, who was at that time training the 43rd, 52nd, and rifle regiments, to fit them for the distinguished part they were to play as the light division in the Peninsula. Napier's brothers William (in the 43rd) and George (in the 52nd) were thus in the same command.

Napier was a down-to-earth man with a well-developed social conscience; he had little sympathy with politicians whatever their party but he did have a great deal of sympathy with the poor in the north. This account tells of the mayor and gentry subverting the 1834 Poor Law Amendment Act by raising a public subscription. Misery is running riot through the greatest part of this district, that is to say through the manufacturing parts; the agricultural parts suffer less perhaps, at all events being less condensed it is less perceptible. At Nottingham the gentry are really very good natured: the mayor and one or two more got up a meeting, and in a few days near £4,000 was subscribed, despite the exertions of the poor law people, who said we were encouraging idleness. Napier Hemy returned in 1855, working on a ship for a time, then painting in monasteries back home in Newcastle, and in Lyons. He studied at Newcastle School of Art, under William Bell Scott, and later worked under Baron Leys in Antwerp. In 1870 he moved to London, and eventually made his home in Falmouth in 1881. He exhibited at the Royal Academy from 1865, and was elected ARA in 1897, after his picture Pilchards was bought under the terms of the Chantrey Bequest .
