Working Papers of the Information Technology Sub-committee of the HEFCs' Libraries Review: Libraries and IT Issue #24 Spring 1994 In April 1993, members of IFLA's Professional Board and the Directors of the Core Programmes met in The Hague to undertake a broad re-evaluation of IFLA's trends and long term goals. One of the major needs envisaged was the establishment of an electronic communication infrastructure within IFLA. A proposal prepared by the UDT Office entitled "Electronic Communication through the Internet" suggested ways in which IFLA could use the Internet to communicate with its members. It was concluded that priority should be given to establishing the necessary network infrastructure at IFLA HQ. Until 1992, IFLA HQ was virtually excluded from electronic mail. The secretariat used a commercial product to receive urgent messages, but it soon became clear that this would not be sufficient. Discussions were initiated with IFLA's host, the National Library of the Netherlands, that led to the implementation of a local area network and electronic mail for all IFLA staff members at their workstations. IFLA will try to exploit the benefits of electronic mail wherever possible. Most of the Core Programmes are accessible through the Internet, as are many IFLA officers. The Regional Office in Thailand can now be reached through electronic mail and the possibility of linking the offices in Dakar and Sao Paulo to the Internet is being investigated. Electronic mail addresses for programmes, officers and members will also be included in the new IFLA directory for 1994-1995. IFLA Headquarters will continue to act as a clearinghouse for these addresses and will be pleased to answer members' queries on electronic addresses which might not have been received in time for listing in the directory. He is at best holding his own and the prognosis is still very touch and go. Both his mother and brother are at Penn and are currently at the Penn Towers (215) 387-8333 rm 1908. They plan to move tomorrow and we will keep anyone who requests informed.

Extractions: Louis Maher, Madison, WI USA Several years ago the department's computer person told me about File Transfer Protocol (FTP) on the Internet. He put me in front of a terminal and proceeded to show me how to logon strange computer systems scattered around the whole country. These places had unintelligible names, and they let one logon by using the name anonymous . Although they requested a password, you could type in anything (the proper response is your email address), and you would be let in. I recall looking at huge stores of public domain (often government purchased) software for all kinds of computers, and there were treasure-troves of free data that could be copied to our computer in a few seconds. I could not help imagining we were disembodied spirits moving about in the musty cellars of old Victorian buildings where one locked trunk after another could be thrown open to view. I came away from the experience with three distinct impressions: 1) I was dead tired, 2) I recognized that people who could do this easily had a marked advantage over those who could not, and 3) I had an inkling of how much disk space and time I would need even to begin sampling the treasure. There was so much stuff that simply browsing through titles could kill a career. I felt old. I still do!
