Yet most Australians can't understand why there was an uprising in Sydney this year On 8 July, BBC2 showed an outstanding documentary called The Boy from the Block , which deserves to be repeated. It is about Australia and opens with a picture-postcard view of a beach and its board riders and bikinis, and progresses to the popping of corks at a smart Sydney art gallery. Here is the Australian bourgeoisie at its most relaxed: drinking good wine, partaking of culture and making money. A young woman is asked what she likes most about Aboriginal art, which the gallery is featuring. "Oh, it's a great investment," she says. "For me, it's like superannuation." The camera pulls back to show the Aboriginal artist, the guest of honour, surrounded by white art lovers. Everyone is smiling. If you are a talented Aboriginal artist, says the voice-over, everyone wants to be your friend. If you are not like her, almost no one wants to be your friend. The reporter is David Akinsanya. I heard about his film when I was in Sydney earlier this year. He is a black Briton with a way of reporting that is devoid of television's cliches and veiled insincerity. In his film, he achieves what his Australian equivalents rarely do - that is, the few who try. He tells the truth about the heartbreaking, shaming treatment and abandonment of Aboriginal Australia.

Presented at "Crossing Boundaries", the seventh annual conference of the International Association for the Study of Common Property, Vancouver, British Columbia, Canada, June 10-14. Full text available as: "My broad purpose here is to lay out some of the ground on which ethical dialogue toward co-management may take place. At this time co-management is something to be worked toward rather than something that has been achieved, as Nonie Sharp contends. The ground of 'working toward' must be founded in ethical dialogue if co- management is to be mutual. Such a ground requires reflexivity and critique. Thus, an examination of western preoccupations explores some limits to western thought, limits which only become apparent by moving outside of them. "Analysis of management of common property resources in Aboriginal Australia has been hindered by a number of western preoccupations: that hunter-gatherer peoples do not manage resources, but only make use of them; that totems stand for or symbolise something other than themselves; that the boundaries of local land-based groups are congruent with boundaries of responsibility; that a discourse of rights, and particularly of property rights, is capable of encapsulating an indigenous jurisprudence. Each of these preoccupations limits inquiry and fails to do justice to Aboriginal people's thought and practice. I propose to examine each of them, because each derives from a fundamental aspect of western world views, and therefore wields power in polities dominated by western conquest.

What was potentially a politically disastrous year for Aboriginal people has been transformed into a great success for us. The bicentennial seems to have fizzled out a little bit lately. Not too many people seem all that interested in it. But lots of people, both within Australia and overseas especially, are vitally interested in what's happening in Aboriginal Australia. Now you can go and set up Rainbow Alliances and whatever you like but it is important that you learn that we don't want you to come and say to us ''what can we do to help you?' It's important that you look at the true history of our political struggle, especially in the last 20 years or so, and come to the realisation that we've got a lot to teach you about how to build a grass roots movement from the bottom up, not from the top down. I think if you look at the way in which the Aboriginal movement has organised itself, you will see that we didn't start off by a few hot-shots getting together and making decisions on behalf of the people at the bottom. It began from the bottom up, from the community out, identifying specific problems in a given community and then helping people gain knowledge and information about what was going on around them.
