Only two of the starters at the beginning of 1998 were still on the club last year and only one of them (Mark McGwire) was playing regularly by the season's end. Brian Jordan, John Mabry and Delino DeShields left as free agents following 1998; Eric Davis, Scott Radinsky and Shawon Dunston were signed. Ron Gant, Jeff Brantley, Cliff Politte and about $6 million went to the Phillies in exchange for Rick Bottalico and Garrett Stephenson, and three minor leaguers were sent to the Marlins for Edgar Renteria. When the dust settled, it looked as though the Cardinals would improve upon their 1998 mark of 83-79. The league's best offense, combined with adequate pitching, was supposed to put St. Louis in the middle of the NL Central race. Instead, both their hitting and pitching were big disappointments and the Cardinals won 12 fewer games than projected, a fact that didn't prevent the team from breaking its all-time attendance mark. 3,235,833 fans paid their way into Busch Stadium to see Mark McGwire try to set yet another single-season home run record.

Let us be your stepping stone De-Centralized Dave Paisley In my wade through the divisions, I'm weaving my way eastward from last week's article on the National league West and landing in the dim confines of the NL Central. Both Central divisions are curious beasts with good teams few and far between and crappy teams a dime a dozen. Last year the Cardinals romped the NL Central, but not without some problems. Of course, with a healthy Mark McGwire they could easily have won 100 games. The Cincinnati Reds, coming off a fluke season in 1999 predictably failed to repeat, despite the addition of Ken Griffey Jr. and (ahem!) Dante Bichette. The Brewers lived down to expectations, the Astros self-destructed early, the Pirates were the Pirates of late - cheap and bad, despite the solid comeback of Jason Kendall, and the Cubs returned to a degree of suck not seen since, oh, 1980 when they only managed to win 64 games.

It's free! Save it. THE JOB OF THE OFFICIAL SCORER is always a challenging assignment. Although determining a base hit versus an error routinely raises controversy and discussion, there is much more involved. The-official scorer must have superior knowledge of the official scoring rules. On occasion, one play can affect multiple areas of the rulebook. Player ignorance of the Infield Fly Rule on May 13 at Pac Bell Park where the Giants hosted the Expos created an enormous challenge for the official scorer. The Giants had the bases loaded with one out in the fifth inning. Dan Smith had just relieved Tomo Ohka when Barry Bonds hit a fly ball that fell in front of home plate. On the play, plate umpire Jim Joyce correctly signaled "Infield Fly." Thinking he had a force at home, Expos' third baseman Fernando Tatis picked up the ball and stepped on the plate unaware that a tag was necessary because the runners are, not forced to go on an Infield Fly situation. Granted, the tag requirement needs to be more clearly stated in the rulebook, but it is still not an excuse for ignorance of the rule by a major league player.
